The loan would represent 90 percent of the total estimated project
cost of $8,067,000. The project involves a system of pipelines, pumps and related
facilities to deliver water to the District's Dove Creek Canal system for the irrigation of
4,000 acres of new lands which are presently dry-land farmed. Attached is a project
summary and a figure showing the major facilities and the locations of the proposed
irrigated areas.

Backl!:round

The Dolores Water Conservancy District was formed in 1961 as the sponsoring entity for
the Dolores Project of the US Bureau of Reclamation (USBR). The Dolores Project
provides irrigation water for approximately 61,000 acres of cropland, furnishes municipal
and domestic water to the region and enhances streamflows in the Dolores River below
McPhee Dam for fish and wildlife purposes.

The District's WETPACK (Water for Everyone Tomorrow Package) proposal is intended
to better manage the available resources of the Dolores Project to provide an additional
3,300 acre-feet of water for the fishery below McPhee Dam, increase municipal water
supplies and provide water for the irrigation of additional lands. The current loan request
by the District is for the irrigation component of the project only.

.
