January 25, 2005 <br /> <br />Summary of Potentially Relevant SWSI Implementation Tasks to <br />SLP Section Strategic Planning <br />(excerpts from Section 11 - Implementation) <br /> <br />Board Tasks <br /> <br />1. Convey "collective" information about Board activities issues and needs and <br />challenges to their elected officials to maintain a sense of order and facilitate <br />communication when the need for legislative action arises. <br /> <br />2. Help identify and support requests for statutory, regulatory, and financial requests <br />made to Congress and Federal agencies. <br /> <br />3. Support the designation of staff within the Board to be dedicated to SWSI <br />implementation. <br /> <br />4. Identify specific ways to foster cooperation. <br /> <br />5. Support the implementation of identified projects and processes. <br /> <br />6. Exarnine the need for project permitting and mitigation assistance, recognizing <br />that permit requirements and mitigation have resulted inuncertainty and increased <br />project costs for many years. This has resulted in many M&I providers moving <br />toward agricultural transfers due to greater certainty and flexibility. This might <br />include exarnining the need for a state/federal/local permitting assistance "tearn". <br /> <br />7. Promote and facilitate coordinated operations of existing facilities and <br />infrastructure. <br /> <br />8. Promote and support the development of projects that serve multiple purposes. <br /> <br />9. Evaluate alternative methods for determining environmental and recreational <br />needs, and the ways to implement potential solutions. <br /> <br />Section Tasks <br /> <br />1. Identify stream segments or ecological areas for flow prioritization or <br />enhancement. Working through the Basin Roundtable process, the CDOW, and <br />other interest groups, the State could begin to develop an objective and <br />
