<br />.>-' <br /> <br />'..,. <br /> <br />CWCB Board Workshop on <br />Stream and Lake Protection (SLP) Strategic Planning <br />January 25, 2005 <br /> <br />OVERVIEW <br /> <br />Purpose <br /> <br />Create a dialogue between Board and Board staff in a public forum to: <br /> <br />. Discuss and review conceptual questions; and <br />. Establish a shared understanding of existing issues and challenges <br /> <br />associated with Board and Board staff standard practices regarding implementation and <br />administration of the instream flow (ISF) and natural lake level (NLL) programs. <br /> <br />Workshop Format <br />Facilitated, round-table type discussion. <br /> <br />Meetina Obiectives <br /> <br />. Discuss and share ideas and knowledge of key philosophies influencing the current <br />and future use of CWCB resources in implementing and administering the Board's ISF <br />Program. <br />. Identify issues and challenges that may influence the future allocation of CWCS <br />resources to implement and administer the Board's ISF Program. <br />. Discuss mechanisms and processes that may be used to address and evaluate <br />selected key issues identified by the Board and Board staff. <br /> <br />Points of Order <br /> <br />The CWCB has unique statutory responSibilities, based on its exclusive authority to evaluate, hold <br />and protect water rights to "preserve (and where applicable improve) the natural environment to a <br />reasonable degree", and to administer and maintain the ISF Program in accordance with current <br />statute, rules, and guidelines. <br /> <br />. Based on the Board's work plan, the Board has the "as needed" responsibilities to: <br /> <br />. Define the ISF Program's implementation priorities. <br />. Help identify future goals for the ISF Program. <br />. Refine and redefine the meaning of "preserve the natural environment to a reasonable <br />degree" as it relates to the State's pursuit and management of ISF and NLL rights. <br />. Review, evaluate and make recommendations about ISF policies and methodologies. <br /> <br />This workshop and its related dialogue is the renewed engagement of the ongoing collaboration <br />between the Board and Board staff regarding these as-needed responsibilities, The dialogue will <br />ultimately be used to identify and make minor course corrections and "tweaks" to the ongoing <br />activities of Board staff, and support the identification of processes that may be used to refine <br />Board pOlicies (potentially including guidelines, rules and statute) later this fiscal year and into the <br />future. <br /> <br />1/11/2005 <br />
