Evans <br />Acting Director, CWCB <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />Colorado Water Conservation Board Members <br /> <br />Bill Stanton, Chief, Project Planning and Construction Se~t~n 'tJr <br />Mike Serlet, Design and Construction Project Manager M J <br /> <br />January 19, 1999 <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: Agenda Item # 12.a., January 27-28, 1999, Board Meeting - Water <br />Project Construction Loan Program - Changes in Existing Loans - <br />Woods Lake Mutual Water and Irrigation Company <br />Woods Lake Dam Rehabilitation <br /> <br />INTRODUCTION <br /> <br />Due to unforeseen site conditions in the field, changes instituted by the State <br />Engineer, and difficulty in obtaining easements, the Woods Lake Mutual Water and <br />Irrigation Company (Woods Lake) is requesting a $270,000 increase in their previously <br />authorized loan. <br /> <br />BACKGROUND <br /> <br />A $188,000 loan for the rehabilitation of the Woods Lake Darn located in Weld <br />County, 5 miles west of Eaton, was approved in 1997 through SB 97-008. The loan to <br />the Woods Lake covered 75% of the estimated project costs of $250,000 at the <br />agricultural interest rate of 3.75% over 30 years. The project, per order of the State <br />Engineer's Office, was to increase the spillway capacity of the reservoir, replace the <br />outlet conduit, install a toe drain, and raise the elevation of a saddle darn. The project <br />feasibility study, prepared by Smith Geotechnical, Inc. of F oft Collins in January 1997, <br />reconunended a full rehabilitation of the spillway and outlet works. <br />
