I

I

Mr. Stapleton:
our board, die
How do we keep

Then let me ask you, what is the coordination between
oil shale companies, Public Service Company and others?
in constant communication?

Mr. Sparks: We usually get copies of most of the reports that are
put out by the various companies in connection with their plans. They
are circulated to us automatically.

Mr. Stapleton: Are we in a position to say now that with the oil
shale industry as we now know it and can project it, that there will
be adequate water?

Mr. Sparks: I would say we can definitely say the water is available
Q~ to a million barrels a day. Beyond that, we see some great prob-
~ems. I think we are talking about fifteen years at least before
oil shale production reaches a million barrels per day.

Mr. Stapleton: What are the plans after the fifteen years?

Mr. Sparks: We don't know. There are too many imponderables in
whether or not the industry will accelerate beyond a million barrels
per day. Nobody knows. It. will 'd~pend on many factors which are
unknown at this time. It may never even get to the million barrels
per day, but it seems probable that it will get to that level within
fifteen to twenty years.

Mr. Stapleton: I would like to ask any of the board members if they
have further questions of Dr. Kilburn and then as is our custom, if
any of the audience has some questions, we would like to have those
answered.

Mr. Rollv Fischer: Mr. Chairman, I would like to ask a question of
Mr. Kilburn, if the Colony development operation has at this point
in time entered into a firm contract with the Bureau of Reclamation?

Mr. Kilburn: No. We have discussed the matter and negotiated I
think with the intent to perform on the part of both parties. The
Bureau of Reclamation will not sign a contract until an environmental
impact statement is approved. The matter now awaits completion of an
environmental impact statement.

Mr. Fischer: Have you thought about Ruedi water? Water from Ruedi
Reservoir'f

Mr. Kilburn: The obtaining of water is not really in my section.
And that has been one alternative, yes. There are several alterna-
tives that have been discussed and laid out in this particular
publication, none of which is Ruedi and Green Mountain. So I can say
that it has been considered, but beyond that I really don't know.
If you would like to pursue it, I can help you find somebody to talk
to.

-16-
