Cost reduction is the single most important factor necessary to increase the implementation of
desalination. Reclamation is asking the National Academy of Sciences National Research Council to
review the report The NRC is also being asked to identify general priorities for research investments.
The report is available for review on the web at www.usbr.gov/water/desal.html.

Surviving Drought Using Innovation: On Feb. 19 Reclamation's Science and Technology Program,
in collaboration with the Northern Colorado Water Conservancy District and the U.S. Department of
Agriculture, sponsored a workshop for northern Colorado's agricultural community to explore ways to
stretch limited water supplies. The workshop was entitled "Stretching Agricultural Water Supplies"
and was held in Greeley. Participants addressed challenges, discussed new and emerging water
management tools and opportunities that can help irrigation districts and farmers remain profitable.
Information about the event is available at www.usbr.gov/research.

Agricultural Water Quality Conference: On May 12-14 the American Water Resources Association
is hosting an Agricultural Hydrology and Water Quality Conference in Kansas City, Missouri. For
more information and to register visit www.awra.org.

Watershed Management Conference: The A WRA is also hosting an international conference in New
York from June 29 to July 3 to discuss forest management and agriculture practices, surface water
supply facilities and ground water recharge. For more information, visit www.awra.org.

National Groundwater Awareness Week: March 16-22 was National Groundwater Awareness
Week. The Grounc1water Foundation and the National Ground Water Association (NGW A) sponsorec1
several events to raise awareness about the importance of groundwater including a "Children's
Groundwater Festival." To learn more about the week's events and future activities visit
www.wellowner.org and www.groundwater.org.

Family Farm Alliance Meeting: The Alliance met in Las Vegas on March 6 and 7. Don Schwindt is a
member of the Alliance and may be able to brief us at our meeting.

Birds Of Conservation Concern Report: On Feb. 7 the USFWS released its Birds of Conservation
Concern 2002 Report. The report identifies more than 100 bird species that deserve attention. The
report prioritizes species based on the threats they face and the declines they have suffered, The list
will be used by an array of agencies and organizations to shape spending and research priorities,
habitat acquisition and restoration needs and to minimize the impacts of their activities on identified
specIes.

Executive Order 13186 directs all agencies taking actions having or likely to have a negative impact on
migratory bird populations to work with the USFWS to develop an agreement to conserve those birds,
focusing on species identified in the report. As a result, the USFWS is currently c1eveloping
memoranda of understanding (MOUs) with dozens offederal agencies to guide future agency actions,

Copies of the Birds of Conservation Concern 2002 is available on the Division of Migratory Bird
Management's web page at htto://migratorvbirds.fws.gov.

New Software for Estimating Flood Flows: The U.S. Geological Survey (USGS) has released new
software that allows users to estimate flood flows for streams. The new software provides estimates of
flood flows having recurrence intervals of2 to 500 years for user-selected sites on rural and urban
streams. The software compiles more than 2,000 flood-flow equations for 289 regions into a single
package. The equations relate the flood flows to physical and climatic characteristics.

The report and the software, entitled "The National Flood Frequency Program, Version 3: A Computer
Program for Estimating Magnitude and Frequency of Floods for Ungaged Sites" can be downloaded
from the NFF Web page, htto://water.usgs.gov/software/nff.html.

7
