<br />flood and they were opposed to the Chatfield Dam. The 1965 flood took <br />care of that, but nobody believed it until 1965. Then you will recall <br />the next public meeting we had was in the Cosmopolitan Hotel. We had <br />over 300 people there, all urging that we build that project immediately. <br />We tried to build it back in 1951. It is true that we have lost a lot <br />of time. But we are not going to get these things done until people <br />become acutely aware of the problems. I believe they are now. <br /> <br />Mr. Wri~ht: That's right. It has been a long hard struggle for flood- <br />plain regulations. I recall Dr. Gilbert White in Boulder wrote the first <br />major paper on floodplain management and floodplain regulations back in <br />1942. So he has been at it some thirty-two years now and he knows that <br />it comes very slowly. <br /> <br />Mr. Sparks: This board did become extremely concerned about it after <br />the initial defeat of the Chatfield project. We started a program of <br />floodplain identification in 1960. In 1963, we issued our first report <br />and it was greeted with indifference. Two years later the flood came <br />and followed almost the exact pattern predicted in the 1963 report. <br /> <br />Mr. Wright: Just to make sure my remarks weren't misunderstood. The <br />comment about it should have been done twenty years ago was in a way a <br />very good comment for the Water Conservation Board because it is this <br />agency that is finally undertaking this. So certainly it is not a <br />criticism of this board. <br /> <br />Mr. Sparks: I don't think anybody takes it that way. Your statement <br />is entirely correct. We would have been better off if we had started <br />fifty years ago. <br /> <br />Mr. Kroe~er: If I recall correctly, I think Cherry Creek dam was <br />debated pro and con from the time it was conceived up until 1965. I <br />have heard no more criticism about that one. <br /> <br />Now, I believe that Tom Ten Eyck wants to introduce some people here <br />today. <br /> <br />Mr. Ten E~: Thank you, Mr. Chairman. If I may, ladies and gentlemen, <br />I would liKe to introduce three people. The first person I would like <br />to introduce to you is Mr. Jack Barnett. Jack is based at Salt Lake <br />City and is the new executive director of the Western States Water <br />Council. I am sure you are aware Colorado is represented on the Council <br />by Mr. Kuiper, Ray Moses, and myself. The Western States Water Council <br />activities are of great interest to the Water Conservation Board. <br /> <br />Mr. Barnett: Thank you. <br /> <br />Mr. Ten Eyck: Now I am going to introduce to you, because it happens <br />to be the first day for him, my new deputy, Mr. Gerald Sjaastad.
