<br />. <br /> <br />. <br /> <br />. <br /> <br />arrived at 9:28 a.m. A motion was made by Smith to approve the revised agenda. <br />The motion was seconded and passed by unanimous (9-0) decision. <br /> <br />3. <br /> <br />Approval of Minutes (9:32 - 9:40 a.m.) <br /> <br />David Walker, CWCB, presented a draft of the summary minutes from the <br />September meeting. Harrison, Jackson, Martineau, Sheftel, Lochhead and Wright <br />discussed proposed content and format. The consensus was to try summary minutes <br />without exact transcripts for the next few meetings. Board members will make <br />corrections to the draft minutes and return them to the staff. A motion was made <br />by Sheftel and seconded by Martineau for the staff to continue taking summary <br />minutes. The motion passed by unanimous (9-0) decision. <br /> <br />4. Water Supply Pipeline for Broomfield - presentation by Northern Colorado Water <br />Conservancy District (9:40 a.m. - 10:15 a.m.) <br /> <br />Carl Dreher, Northern Colorado Water Conservancy District, presented a slide show <br />on a proposed pipeline from Carter Lake extending to Broomfield. Several questions <br />were asked by Danielson. The Board asked the District to provide the staff with <br />written summary material about the project. <br /> <br />Added Agenda Item. Trinchera Irrigation Company (10:15 - 10:30 a.m.) <br /> <br />Jerry Smith, Trinchera Irrigation Company board member, made a presentation to <br />the Board concerning the rehabilitation of Mountain Home Reservoir. Additional <br />comments were made by Keith Eberhardt, CWCB staff, and Glen Weiscamp, another <br />Trinchera board member. Tracy Kester and Alvin Kunugi, also from the Trinchera <br />Irrigation Company, attended the meeting. Discussion by Danielson, Walker, <br />Salazar, Harrison, Martineau, and Wright followed. The consensus was that this is <br />a case where the traditional CWCB financing package of a 50% loan at 5% interest <br />would not work and further consideration might be appropriate. This item was <br />continued on Friday afternoon. <br /> <br />5ab. Floodplain Management Resolutions (10:30-10:31 a.m.) <br /> <br />a. Floodplain Resolution No. 317, Flood Hazard Area Delineation, Bullhead <br />Gulch and Tributaries, Urban Drainage and Flood Control District, City of <br />Lafayette and Boulder County, Colorado, dated July, 1991. <br /> <br />b. <br /> <br />Floodplain Resolution No. 318, Flood Insurance Study, Weld County, <br />Colorado, dated September 27, 1991. <br /> <br />Larry Lang, CWCB staff, presented the above two proposed resolutions for approval <br /> <br />2 <br />
