The new gate valve will be manually operated which will improve reliability <br />and reduce costs. <br /> <br />Feasibility Study <br /> <br />James Briscoe, Briscoe & Stanway, P. C. of Hotchkiss, Colorado, has completed the feasibility study <br />in accordance with CWCB guidelines. The study includes engineering and cost estimates prepared <br />by James Johnson of Golder Associates, Inc. The design and construction plans will be reviewed by <br />Jim Norfleet, Dam Safety, SEO Division 4. Mr. Norfleet indicated that he supports the concept of the <br />proposed improvements, but has not reviewed the plans. <br /> <br />The Beaver Reservoir ComDanv <br /> <br />The Company is located in Paonia, Colorado, 30 miles east of Delta. The Company was <br />incorporated in the State of Colorado in 1956 and is a Non-Profit Corporation Water Company in <br />existing status. The Company consists of three shareholders and a total of 1600 shares: Minnesota <br />Canal and Reservoir Company (900 shares), Tumer Ditch Company (400 shares), and the Lone <br />Cabin Ditch and Reservoir Company (300 shares). The Company has the power to "levy <br />assessments", "terminate delivery of water to", "commence a civil action against" shareholders that <br />fail to pay assessments, and the option to sell delinquent stock to pay back default assessments. <br />The Reservoir is the only water supply facility owned and operated by the Company, <br /> <br />Water RiQhts <br /> <br />The water rights for Beaver Reservoir water are held for the benefit of the Company shareholders. <br />The Company has a 1,620 acre-feet storage right with a 1954 adjudication date. The reservoir <br />receives flows from the East Fork of Minnesota Creek, a tributary to the North Fork of the Gunnison <br />River. Minnesota Canal and Reservoir Co. and Turner Ditch receive flows from reservoir releases <br />and Lone Cabin Ditch and Reservoir Company receives its proportionate share through an exchange <br />diversion at a higher elevation from the Middle Fork Minnesota Creek. The reservoir is typically filled <br />and drained once a year. Since the 1995 liner project, the reservoir has been filled to capacity every <br />year. <br /> <br />. <br /> <br />Project DescriDtion <br /> <br />The purpose for the Project is to stabilize the lower edge of the liner that was installed in 1995 and to <br />prevent undermining and erosion beneath the liner. The Project also consists of replacement of the <br />malfunctioning and unreliable hydraulic valve and gate on the intake of the outlet structure. <br /> <br />The Company has considered different materials and sources of the materials in the evaluation <br />process. The Engineers have indicated that the on-site material has a high probability of meeting the <br />specification required for the liner protection. <br /> <br />The Company has also evaluated 3 options to improve the intake of the outlet structure. These <br />include repair of the old hydraulic gate, removal and replacement of the existing structure, and <br />modification of the existing structure with a new gate. <br /> <br />The selected alternative includes the construction of a new structure around and above the existing . <br />structure to accommodate a manually operated gate with a new stem and air vent. This will require <br />raising the height of the intake structure by 10-feet and installing a 24-inch gate and stem. This <br />
