The vertical <br />chimney design had some inherent risks associated with excavating a vertical trench into the <br />downstream slope of the existing dam, <br /> <br />The original cost estimate included an item for construction surveillance in the amount of <br />$7,912. This munber did not include the preparation of as-built drawings upon completion of the <br />project, which is a State Engineer requirement, and underestimated the actual field time required to <br />complete the project <br /> <br />Added Cost (Change Order Design): $9,200 <br />Added Cost (Const, Surveillance/As-builts): $17,885 <br /> <br />Construction Site Access Difficulties <br /> <br />Due to the unknown condition of the access road to the reservoir at the time of construction, <br />the Cedar Mesa Ditch and Reservoir Company could not obtain a quantified bid to provide a <br />maintained access road to the construction site. The selected Contractor, however, did negotiate an <br />hourly rate for the necessary equipment and labor to keep the roadway assessable during the <br />duration of the project. The cost of maintaining the access road during construction was based on <br />the total equipment and man-hours actually used, <br /> <br />Added Cost: $9,830 <br /> <br />The following is a summary of the actual cost incurred by the Cedar Mesa Ditch and <br />Reservoir Company and it's Contractor: <br /> <br />Original Cost Actual Cost <br /> Estimate Incurred <br />Zak Dirt. ECI $7,915 $35,000 <br />Totals: $131,962 $198,182 <br /> <br />Variance <br /> <br />$11,115 <br /> <br />$0 <br />$0 <br />$0 <br /> <br />$28,000 <br />$27,085 <br /> <br />$66,200 <br /> <br />Based on the additional costs as illustrated above, the Cedar Mesa Ditch and Reservoir <br />Company is requesting 75% of the total additional project cost incurred, for an increased loan <br />amount rounded to $50,000. <br /> <br />DISCUSSION <br /> <br />Paragraph (2) of Section 1 of SB 00-173 allows that loans made by the Colorado Water <br />Conservation Board may be increased or decreased as may be justified by "reasons of ordinary <br />fluctuations in construction costs as indicated by the engineering cost indices applicable to the types <br />of construction required for each project or as may be justified by reason of changes in the plans for <br />a project due to differing or unforeseen site conditions. errors, or omissions in the plans and <br />specifications, changes instituted by regulatory agencies, or changes in material quantities beyond <br />3 <br />
