Below is a brief summary of the major project elements and their estimated cost as
presented in the original cost estimate:

Mobilization != $5,000
Excavate Access Bench = $7,500
Excavate Chimney Drain = $7,000
Supply/Place Chimney Gravel $41,400
Backfill Bench = $7,500
SupplylInstall Chimney Outfall = $5,000
Excavate Toe Drain = $1,300
Supply/Place Perforated Toe Drain = $6,000
Supply/Place Toe Drain Gravel ,- $7.000
Sub-total: ,- $87,700
5% Contingency - $4,385
Construction Total: = $92,085
Engineering Quality Assurance ,- $7,915
Previous Piezometer Installation ,- $8,920
Previous Eng. and Soils Work '- $13,342
Feasibility Study ,- $9.720
Total Project Cost ' - $131,962

The dam rehabilitation work was bid for construction in the summer of 2002, and was
awarded to Zak Dirt, Longmont, Colorado in September of 2002, at their bid price of $93,700. The
Contractor mobilized on-site in September of2002 and completed the work in October of 2002.

During construction of the project the qedar Mesa Ditch and Reservoir Company
encountered cost overruns, due to design modifipations, construction access difficulties, and
additional work added during the time of constructioh. Theses additional costs are summarized as
follows:

Professional Engineering Services:

Prior to the development of final design pl~ for the project, the Cedar Mesa Ditch and
Reservoir Company hired the services of Smith Gtiotechnical, Fort Collins, Colorado to perfonn
preliminary engineering and soils investigation to rel\.abilitate the dam. This preliminary work was
conducted a number of years ago, with a significant ~ortion of the prior soils work deemed unusable
by the State Engineer's Office. The State Engineer'si concern on the soils investigation was the time
frame that had transpired from the point of collectiQn to the time that the material testing actually
took place. Therefore, given the, status of the preJinPnary engineering work, the Cedar Mesa Ditch
and Reservoir Company hired the services of KniSht Peisold, Denver, Colorado to utilized the
infonnation available and to prepare final design p\ans to rehabilitate the existing reservoir to the
guidelines of the State Engineer's Office. '

Added Cost: $28,000

The final design submitted to the State En~eer's Office for review included the placement
of a vertical chimney drain in the existing dam emb!mJonent. Based on the reconunendation from
the State Engineer's Office during their review p~ocess this design alternative was changed to
include a buttress fill, l5-feet wide at a maximum h~ight of20-feet, placed at the downstream toe of

2

,

,

e

e

e
