The motion was unanimously passed.

"The next item on the agenda is the
discussion of the water congress. I
don't know as much.more concerning this
needs to be said. I think we are all
agreed that it was a remarkable demon-
stration of the interest of the people
of the State of Colorado in their water
problems and I think it will have immed-
iate and long lasting significance to the
Colorado Water Conservation Board. If
we can just do ~ of the things that was
suggested, that is, bringing the services
of the Water Board to the people, it will
be of great help to us."

Mr. Sargent told of the meeting held that morning of
the representatives of the different water divisions. He said
a Chairman, Vice-Chairman and Secretary had been elected and
that it was voted, in order to make this a state-wide water
association, to notify such organizations as the Watershed
Users Association, National Reclamation Association members
and Colorado Watershed Protective Users Association to discuss
with those groups just exactly what could be done to better
solve the State's water problems. Three committees had been
appointed, he reported, one for finance, one for organization,
and one to write the by-laws. Mr. John Barnard, Jr. was
elected Chairman, Mr. Ralph Sargent Vice-Chairman and Mr.
Charles Fiske Secretary.

"I think it would be in order if this
Board moved to adopt a resolution com-
mending Mr. Barnard, Chairman of the Water
Congress, and his associates for the splen-
did way in which the first meeting of the
Water Congress was carried out, planned
and implemented."
