We are fully cognizant I. <br />of the great responsibilities which you have had to assume in <br />connection with the development of the water resources of <br />this State. Public Law 485, which makes possible the utili- <br />zation of the various waters of the Colorado River allocated <br />to the State of Colorado, was enacted by the United States <br />Congress during your tenure as Director of this Board. The <br />official minutes and records of this Board now permanently <br />on file contain convincing evidence of your diligent devotion <br />
