To aid in the effort to minimize flood loss vulnerability and related economic impacts we are planning to prepare a
Statewide Drainage/Floodplain Management Criteria Manual. The manual will help flood managers statewide to map and
designate flood hazard areas, determine streams susceptible to severe erosion and bank instability, identify flood
mitigation measures, prepare floodplain management plans, and assist local communities to establish consistent
guidelines and criteria regarding flood related engineering standards. An RFP has been advertised, and consultant
selection will occur by the end of January 2001. This is approximately a one year contract.

CWCB - Internet Flood Page and Flood Task Force

Authorization: FY 2001 Grant Amount: $10,000
Water Source: N/A Project Type: Flood Control
Location: Statewide Project Manager: Carolyn Fritz

The Flood Task Force is made up of 15 federal, state and private sector meteorology and hydrology experts who
contribute to an annual Colorado Flood Outlook. A monthly Flood Outlook Report and daily flood data are posted on the
CWCB web page. The snowmelt runoff data and flood outlooks assist water users and others to prepare for floods, aid
management planning, and aid stream diversion operations to reduce flood losses.

CWCB - Floodplain Mavping
Authorization: FY 2001
Water Source: N/A
Location: Statewide

Grant Amount: $30,000
Project Type: Flood Mapping
Project Manager: Tom Browning

The Flood Protection Program's role is to minimize Colorado's flood loss vulnerability and related economic impacts.
This is accomplished by mapping floodplains, determination of stream hydraulic and hydrologic characteristics, the
identification of 100-year floodplain areas, the preparation of floodplain management plans, and by assisting local
communities to establish flood mitigation measures. This grant will specifically assist with floodplain mapping projects
in the Town of Pierce, Eagle County, the City of Blackhawk, and the Town of Otis.

CWCB - River Multi-Obiective Proiects
Authorization: FY 2001
Water Source:
Location: Fountain Creek

Grant Amount: $50,000
Project Type: Multi-Objective Study
Project Manager: Brian Hyde

Colorado's floodplains have many competing interests for their use. During a flood, the stream channel and its floodplain
serve as a floodwater conveyance path. Under normal flow regimes, the stream and floodplain serve as wildlife habitat,
components of water supply systems, and opportunities and constraints for various land-use activities. Following a major
flood event or a stream use issue/concern, the Board will consider a request for a Multi-Objective study/project. The
project is scoped to address multi-objective management, stream flood issues, and development of mitigation measures
for problems that are identified. For this fiscal year the Board has received a request for a Fountain Creek GIS study.
The request for the proposed study was developed following the 1999 flood event.

CWCB - Water Education Programs
Authorization: FY 2001
Water Source: N/A
Location: Statewide

Grant Amount: $10,000
Project Type: Water Education
Project Manager: Dan McAuliffe

Work has commenced to implement the Water Education Initiative using $115,000 approved by the General Assembly in
2000. These funds would be used, if necessary, to supplement the initiative if more CD's containing lesson plans need to
be produced, iffunds are needed to support Children's Water Festivals, or to hire a project coordinator. The initiative is
designed to improve public understanding of the value of water as a scarce natural resource. The Colorado water
Congress Education Committee has recommended that We use these funds to hire a contract "education coordinator." We
are expecting a scope of work in October.

32
