Action: A motion was made by Carolyn McIntosh with a second by Eric Wilkinson
for staff recommendation that the Board authorize staff to initiate rulemaking
for the "Rules Concerning Colorado's Instream Plow and Natural Lake Level
Program" and approve the attached rulemaking schedule with the addition of
March 24th, 25th or 26th, 2003, for the March rulemaking hearing in Longmont.
Approved 10-0.

Action: A motion was made by Greg Hoskin and seconded by Greg Walcher to table
this until Tuesday, November 26, 2002 at 11 :45 so that CWCB, State Parks
and Denver Water could continue to negotiate an agreement. Approved 10-0.

Action: A motion by Carolyn McIntosh with a second by Eric Wilkinson for a
declaration of prolonged and severe drought for purposes of the 1979
agreements regarding Chatfield Reservoir. A motion to amend the motion
was made by Greg Walcher with a second by Greg Hoskin for a timeline until
l2/3l/2003. Amended Motion failed 1-9 with Greg Walcher being the yes
vote. 1 st motion was approved 9-l with Greg Walcher voting nay. A motion
to amend the motion to include the new document had no second.

staff recommendation that the Board approve the proposed grant award and
authorize to make any changes needed for approval by the Attorney General

Water Supply Protection -Native Species Conservation Trust Fund Recommendations

Action: A motion was made by Eric Wilkinson and seconded by Greg Hoskin for staff
recommendation to concur with the expenditures totaling $4,627,779.00 from
the SCTF and forward that recommendation to the Executive Director of
DNR. In addition, staff recommends continued coordination with the DOW
and development of more detailed information on the SCTP expenditure
history, and the long term SCTF goals and funding needs. Given the limited
