FEMA would provide 75%, and the local communities would be <br />expected to provide 12.5%, with the mix of cash and soft match being unclear at this time. None of <br />that CWCB funding has been allocated to any particular community or group of communities. The <br />county meetings will begin the process of determining which communities are ready to prepare <br />floodplain mapping in 2003. Details about that process and subsequent map work will be made <br />available on the CWCB website so that all interested communities, whether they are part of the <br />highest priority 16 counties or not, can remain aware of the progress of the Colorado Map <br />Modernization Program. <br /> <br />5 - What If Your County Did Not Make It Into the "Tol> 16" for 2003 <br />We do not want you to think that you should give up on having your mapping needs ever met if your <br />county was not one of the ''Top 16" counties listed above for FY '03. First, keep in mind that <br />FEMA asked us to prioritize every community in Colorado, with the initial assumption by FEMA <br />being that if Congress funded Map Modernization, they would fund a multi-year program, one year <br />at a time. Second, Colorado and FEMA now both have access, for the fIrst time, to a preliminary <br />estimate of the cost of updating maps for all of Colorado. Third, the CWCB criteria for prioritizing <br />counties will be updated each year. Fourth, the CWCB database used for the prioritization will be <br />updated each year. Finally, the scores for each county will be updated each year, based on the _ <br />updated criteria and the updated data. ., <br /> <br />If you feel your score should be higher, to reflect information the CWCB does not have, please <br />contact Tom Browning or Brian Hyde with the CWCB staff. We have already updated scores <br />for several communities, and we will continue to be willing to revise scores whenever revisions are <br />appropriate. We cannot know everything we should about every community in Colorado, so let us <br />know anything we missed. <br /> <br />Our state and its communities have no direct control over the actions of Congress regarding future <br />funding for Map Modernization. Our intent is to do the best job possible with the FY '03 funding to <br />encourage Congress to support the program in subsequent years. We also want to encourage the <br />Colorado General Assembly to support Map Modernization into the future, beyond this year's <br />allocation of $500,000. If Congress and the General Assembly continue to support this program into <br />the future, we are confident that we will be able to work well beyond the initial "Top 16" counties. <br />So please do not give up hope. We definitely want to get to your county's mapping needs as <br />soon as possible, and we welcome the opportunity to discuss them with you. <br /> <br />6 - Closinl!
