SPARKS:

GOVERNOR JOHNSON:

"~1e will reconvene this meeting of the
Water Board. Just before lunch, Senator
Johnson had made some statements. Senator,
you had concluded this part of your statement
hadn't you?"

"Yes and no. Mr. Chairman, on the bench
over here are some pamphlets. I picked up
one a moment ago which is a prediction on
the amount of water that the Colorado River,
on the virgin flow of the Colorado River far
into the future. It doesn't state on this
circular whose prediction that is. I wanted
to find that out. I'm not much of a guesser
myself but I can't agree on the projected
predictions contained in this pamphlet."

"Senator, you are referring to something
called a 'Draft Memo'?"

"It says 'Draft Memo - Preliminary -
Subject to Revision' and it's dated August
10th which is yesterday 80 it's very current."

"I think we ought to be able to find the
author. Larry, this was put out by you?"

"This is a 'Draft Memo - preliminary -
Subject to Revision'. This is a statement
that has been worked out, primarily by engi-
neers from both the upper and Lower Basin
states, to summarize the range of studies
that have been made by the various states.
Instead of each individual state arguing
about what its own water supply figures are,
this is an attempt to answer Congressman
Aspinall and to summarize the range .of the
studies that were made by the various states."

"All I wish to say, Mr. Chairman, is that
I am in complete disagreement with the find-
ings in this prediction."
