That ought to keep
somebody working for a fe\-1 years. But I
think we ought to have our congressional dele-
gation tell us the first alternative is
impossible. It is their responsibility. I
don't think. we can ma]ce political judgments
for them. I think it's their responsibility,
if vie think it I S done, to advocate that posi-
tion to the best of their ability and if, in
negotiations, they find it is infeasible then
I think we can then discuss retreating. But
I don't think. for this Board to give away a
substantial part of our technical position
which, I think, we are entitled to before we
even get into a contest, is giving much too
much away at this initial juncture. If the
congressional delegation will come to this
Board and say it is impossible, you are not
political realists, I'd take another look at
it. Until they said that I don't believe we
should give as much away as this bill indi-
cates because we are going to be compromising
from here on out. Ne are all lawyers, or
would-be lawyers or something like that, and
this is just a compromise situation and I
don't think we should at any time deviate
from a position that we want water from the
Columbia River Basin if that's where it
should come from, before we go ahead \17ith the
Central Arizona Project."

"I have one question, Hr.
