vides that the Central Arizona project could
not be constructed until the imports have
actually occurred. Secondly, that an import
be authorized on the condition that the Secre-
tary find such imports engineeringly and I
economically feasible. This was the type of

The third thing that we considered were
the provisions that are in the e~:isting bill,
not our amendments, but the original bill.
The bill provides that the Secretary is
directed to m~,e studies and develop plans
for other sources of water and report back
to the Congress with the results of his
studies and plans.

Those are the three possible methods.
The last one we considered totally unaccept-
able. That is, the mere study and reporting
back to the congress. The first one ~le con-
sidered impossible for the reason that nobody
needs imported water today. Imported water
is not necessary into the Colorado River
Basin until somewhere around the year 1980.
ITe do not consider it possible that Congress
would authorize a project to develop water
\.,hich would not be used until 1980. ~.7e con-
sidered that Arizona would not agree to this
condition, th~t this import occur before the
Central Arizona Project. It is the second
approach which we have recommended, a condi-
tional authorization. Admittedly, it is not
the best. ITe consider that we cannot depart
from this second position. That was the
basis of the recommendation that we have
made."

in Arizona too, doesn't it? This is the All
American Dam as a part of this, as I recall.
