This was the type of <br />ahuthorizatio~ con~ained Thin.pu~lic Lawh~85 tfhort . <br />t e Curecant~ proJect. ~s ~s somet ~ng a <br />Congress does not like, although it has made <br />excepti.ons. <br /> <br />The third thing that we considered were <br />the provisions that are in the e~:isting bill, <br />not our amendments, but the original bill. <br />The bill provides that the Secretary is <br />directed to m~,e studies and develop plans <br />for other sources of water and report back <br />to the Congress with the results of his <br />studies and plans. <br /> <br />Those are the three possible methods. <br />The last one we considered totally unaccept- <br />able. That is, the mere study and reporting <br />back to the congress. The first one ~le con- <br />sidered impossible for the reason that nobody <br />needs imported water today. Imported water <br />is not necessary into the Colorado River <br />Basin until somewhere around the year 1980. <br />ITe do not consider it possible that Congress <br />would authorize a project to develop water <br />\.,hich would not be used until 1980. ~.7e con- <br />sidered that Arizona would not agree to this <br />condition, th~t this import occur before the <br />Central Arizona Project. It is the second <br />approach which we have recommended, a condi- <br />tional authorization. Admittedly, it is not <br />the best. ITe consider that we cannot depart <br />from this second position.
