<br />agree with the facts in respect to the amount <br />of water that is being produced and consumed <br />in the Lower Basin from tributary flows which, <br />under the theory of Colorado and the Upper <br />Basin, could be used in an accounting proce- <br />dure to make up the million acre-feet of I <br />III (b) water and in the amount of water that <br />is going to Mexico there is some surplus left <br />over. I a',jree that there should be an <br />accounting which factually shows this over <br />a period of years. <br /> <br />As I said, I don't know whether I want <br />this for the record or not." <br /> <br />NR. SPARl<S: <br /> <br />.. This is e:cactly our idea. l'1e won't <br />worry about the accounting in the Lower Basin <br />as long as our obligation is limited to 7~ <br />million annually. They can do what they <br />please about their accounting because then <br />we are delivering the 75,000,000 or the 7~ <br />each year. Ne could care less then about <br />their accounting. l'1e wanted to avoid a com- <br />plex accounting procedure through the method <br />that we are proposing by amendment to this <br />legislation. As far as I personally am con- <br />cerned, I see no departure from that position. <br /> <br />The third item is the operation of the <br />Upper Basin reservoirs. This is something <br />that Governor Johnson has spoken about quite <br />eloquently in the past year or two. Ne have <br />been at the mercy of Hoover Darn powerplants <br />ever since Glen Canyon came on the river. <br />Funds from the Upper Basin project have been, <br />in our opinion, illegally diverted to payoff <br />power contractors at Hoover Darn. The filling <br />of Glen Canyon was deliberately slowed down <br />in order to maintain a rated power head at <br />Hoover Dam. He don't care how the people in <br />the Lower Basin use their water, so long as <br />they don't take ours to maintain power pro- <br />duction. And this is exactly the circumstance <br />that has occurred in the past two years.
