language into consideration in taking your
position?"

"Yes, sir, Governor. Ue have taken that
language into consideration based upon the
physical facts. l'le are not trying to amend
the compact. Our position is this, that if
we deliver 7~ million every year to the Lower
Basin then there is an additional 2~ million
acre-feet of water that originates in the
Lower Basin, the Gila, the Bill Uilliams, the
Virgin, and the other rivers down there,
another 2~ million acre-feet available in the
Lower Basin. Our delivery of 7~ plus 2~
makes a total of 10 million acre-feet of
water. That figures out as 8~ to the Lower
Basin, l~ to the Republic of r~xico. There-
fore we say, based upon the historic sequence
of river flows, that the Upper Basin should
never, under any study, have to supply any
deficiency to the Hexican burden. Ne want
that to be a recognized fact in the pending
legislation."

Lower Basin states. As a matter of fact,
this was one of the big issues in the liti-
gation between Arizona and California."
