<br />Governor Love. As you know, by statute, <br />Governor Love is the Chairman of this Board <br />and is in charge of each of these meetings. <br />I have been informed by his Administrative <br />Assistant that, at least at this meeting, we <br />are to carryon as we have been in past meet- <br />ings. It is doubtful whether Governor Love, <br />this being his second day in office, will be <br />here. The staff and the Board are anxious <br />to work closely with Governor Love and I am <br />sure at subsequent meetings he will be present. <br /> <br />I <br /> <br />Now we'll go into Agenda Item #5 which <br />is the Resolution proposed by the Southwestern <br />Water Conservation District at the November <br />l4th meeting of the Board. Will you review <br />that resolution, Kuip?" <br /> <br />MR. KUIPER: <br /> <br />"First, let me say there are extra copies <br />of the reports and agenda items up here on <br />the stage for anybody that wants them; and, <br />secondly, to apologize to the Board for not <br />furnishing them a report, as we have been <br />doing, prior to the meeting. Some other very <br />urgent things came up at the time I had put <br />aside to write the report and it was not <br />possible to get it in the mail in time. <br /> <br />On this particular agenda item I should <br />like to read parts of the report to the Boar~. <br />First, that the remarks that we made at our <br />last meeting certainly should be reiterated. <br />And secondly, to go to this point - a recon- <br />naissance report on the O'Neal Project which <br />was reported in 1956 as set forth in the Reso- <br />lution did not find this project feasible. <br />The benefit-cost ratio as reported was .9l to <br />l.O. Now further studies by our contract <br />staff in the San Juan Basin, Mr. Jex, has <br />indicated the possibility of a feasible proj- <br />ect in this area by amending and changing <br />some of the features of the 1956 report and <br />perhaps a reconnaissance report along these <br />lines might be in order for the Bureau of Recla- <br />mation at this time, to find a feasible project <br />in that area. <br /> <br />I <br />
