MR. SPARKS:

"One year. The special legal and
engineering study I have cut from $50,000
to $25,000. Now I feel that many of the
major problems that now face us will be
partly out of the way next year and we
can cut this item, particularly with the
increase in help to take up some of the
slack .on the special studies we now have
to do. I would like to say that if we
hadn't had this $50,000 I don't know
what we would have done. We can thank
the Colorado Water Congress, the Gover-
nor and the people who put that in the
budget. If'we hadn't had it, we couldn't
have been undertaking any of this work
which we are now doing on these special
studies. It has been a big point in
our favor and I think we are going to
need $25,000 this next fiscal year for
that p1.+rpose."

MR. D.L.WIl,LIAMS: "Do you think it wise to cut that?"

MR. SPARKS: "I think so. We are going to have
budget trouble this year. I was trying
to keep our budget - we have had instruc-
tions to keep them as much in line with
last year's as possible. I think we can
increase our efficiency with additional
personnel and get by with $25,000. That
is my thinking, Lew. I am trying to
keep our budget somewhat in line with
our present budget. ~his has been one
of our high budgets actually. I may be
wrong on this but I have tried to analyze
what we have to do."

MR. D.L.Wn,LIAJV!.S: "When you go before the appropriations
committee they will help you cut it down."

MR. SPARKS:

"I figure this is what we are going
to have to stand on and if we don't get
it, we are going to make the best pre-
sentation we know how, fortified with
facts and figures. We consider this,
to quote the Denver City Council, a
, bare bone ' budget."
