it will, then this Board should endorse
these principles. I think it is a little
preliminary at this time for the Board
to take any further action."

MR. DICKSON:

"Mr. Chairman there are some things in
these principles which concern Denver and
I think this time is entirely appropriate
that they should say what they are and at
the appropriate time the Denver represen-
tatives should meet with the Fryingpan-
Arkansas representatives so that the other
representatives may be aware of Denver's
interest in this." .

MR. SPARKS:

"I think it would not be appropriate to
bring it up at this time, Mr. Dickson, and
if Denver has any objections, I would like
to know about them before it is brought up
to this Board so that I can advise the Board
ahead of time. Likewise I am sure that the
people down in the Arkansas Valley would
like to know before any action is taken by
this Board.

We will proceed to the next item on
the agenda which is the Staffing Study re-
port. Mr. John Barnard, Jr. who has been
working on this problem industriously for
some time past, had trouble with his auto-
mobile this morning corning from Boulder
and I don't think he has arrived here yet,
but he will be here and will be able to
make a report to the Board on some of the
things he found out from the other states.
Mr. Barnard is making a survey of the
staffs in other states, the composition of
the staff, the pay rates, and the respon-
sibility, not only the other states around
here, but the Bureau. I think it will be
very interesting for the Board to see the
composition of the Water Study staffs of
the other states.

If you will take the memorandum of
September 9th, subject.'Colorado Water
Conservation Board Staffing', attached to
that memorandum is the staffing pattern of
the Board at the present time, together
with a complete salary scale. I think in
