Mr. John Barnard, Jr. who has been <br />working on this problem industriously for <br />some time past, had trouble with his auto- <br />mobile this morning corning from Boulder <br />and I don't think he has arrived here yet, <br />but he will be here and will be able to <br />make a report to the Board on some of the <br />things he found out from the other states. <br />Mr. Barnard is making a survey of the <br />staffs in other states, the composition of <br />the staff, the pay rates, and the respon- <br />sibility, not only the other states around <br />here, but the Bureau. I think it will be <br />very interesting for the Board to see the <br />composition of the Water Study staffs of <br />the other states. <br /> <br />I <br /> <br />If you will take the memorandum of <br />September 9th, subject.'Colorado Water <br />Conservation Board Staffing', attached to <br />that memorandum is the staffing pattern of <br />the Board at the present time, together <br />with a complete salary scale.
