<br />" <br /> <br />..-:; - <br /> <br />following list represents the Division's priority areas for final action by the CWCB in the 2001 <br />adjudication cycle, <br /> <br />San Miguel River The San Miguel River and its tributaries have been the subject of intensive data <br />. collection efforts by the CWCB staff, CDOW staff, and BLM staff for the past three years, This work <br />was initiated as a result of a request from some upper basin water right holders, a series of public <br />meetings hosted by the San Miguel Watershed Forum, and the San Miguel Watershed Plan, The San <br />Miguel is also the highest priority for the BLM due to their extensive land holdings along the river. The <br />Nature Conservancy has also expressed their desire for ISF protection for their holdings in the basin, <br />The ISF quantification effort for the San Miguel has been designed to address a number of values <br />including fisheries, riparian area protection, recreation activities, fluvial geomorphology and channel <br />stability factors, and native cool and warm water aquatic species, The segments ready for consideration <br />in 2001 include Fall Creek to the CC Ditch Diversion and the CC Ditch Diversion downstream to the <br />confluence with the Dolores River, <br /> <br />Yampa River, Morrison Creek, Lester Creek, Deep Creek, and Dutch Creek These stream <br />segments were previously identified as streams important to Colorado State Parks at Stagecoach SP, <br />Pearl Lake SP, and Steamboat Lake Sp, Some of the ISF field data for these streams has already been <br />collected and analyzed by the Division, Some additional data needs to be gathered during the 2000 field <br />season to finalize ISF recommendations on these streams, In addition to the DPOR interests, ISF <br />protection was a key component of some of the mitigation and federal permitting features for the <br />Stagecoach Reservoir project. <br /> <br />Purgatoire River The Purgatoire River and several of its tributaries are priority areas for ISF <br />protection for several reasons, Similar to the streams listed above, the Purgatoire River and Long <br />.Canyon are tributary to Trinidad Reservoir State Park and were identified as priority areas by DPOR <br />staff, Some of the key field data has already been collected for these stream segments, In addition to <br />the DPOR's interests, the DOW also has a valuable property interest in this basin in need of ISF <br />protection, Streams in and around the Bosque del Oso SW A (North, Middle, and South Forks of the <br />Purgatoire River) are priority streams for ISF protection due to their value to the overall recreational <br />uses of this SWA, <br /> <br />Russell Lakes The lakes that make up the Russell Lakes SWAin the San Luis Valley are a priority for <br />natural lake level protection due to their value as wetlands and waterfowl habitat. They are also a <br />priority for protection due to the vulnerability of the water supply, Water users in the San Luis Valley <br />have expressed their support for water right protection of the Russell Lakes complex using the CWCB's <br />authority, <br /> <br />Priority Areas for Data Collection Activities for 2000 - 2003 <br /> <br />Consistent with the CWCB's priority areas for ISF protection, the following list of streams/watersheds <br />is the Division's attempt to address the critical areas for ISF quantification efforts during the next three <br />years, The priority areas for data collection will be: <br />(1) native cutthroat lakes and streams, <br />(2) native species protection with a focus on threatened and endangered species and species of <br />special concern, <br />. (3) complete our work on the remaining streams of interest to DPOR, <br />(4) secure ISF protection on streams that are designated Gold Medal Fisheries, Wild Trout <br />Waters, streams within SW As, or streams with public fishing easements or leases, and <br />
