<br />Instream Flow Program Priorities and Work Plan

<br />Introduction
<br />
<br />On 24 February 2000, the Colorado Water Conservation Board hosted a half-day workshop to discuss
<br />the issues surrounding the appropriation of instream flow and natural lake level water rights and the
<br />planning and priority setting procedures for the collection of field data to support those appropriations,
<br />Recall that these subjects were briefly discussed with the Wildlife Commission at their December 1999
<br />workshop, Division staff presented our priority areas for appropriation in 2001 as well as our priority
<br />. areas for data collection, Other agencies (BLM, Forest Service, and Division of Parks and Outdoor
<br />Recreation) also presented their priorities; presentations were also made by local goverrunents,
<br />envirorunental organizations, and members of the general public, These presentations were followed,
<br />by an open discussion with the CWCB members in attendance regarding all of the priorities and issues
<br />brought to light by the presentations, The bulk of this discussion centered around the reality that with
<br />limited staff time and resources some hard choices have to be made regarding where the ISF Program
<br />will be going in the next two or three years, There was general agreement among the CWCB members
<br />that the priority areas for CWCB action and agency data collection should be in areas where: (1)
<br />threatened, endangered, sensitive, unique, or native species are in need of water right protection, (2)
<br />streams flow through Colorado State Parks, or (3) a strong public interest has been expressed in support
<br />of an instream flow action,

<br />Division staff is of the opinion that the following discussion of the Division's priorities is consistent with
<br />those opinions expressed by the CWCB at their workshop,
<br />
<br />2001 Adjudication Cycle Priorities
<br />
<br />The ISF Program Rules require that ISF appropriations follow a rigid annual adjudication schedule that
<br />is initiated every January, The rules also require the CWCB staff to identify, in consultation with the
<br />recommending agencies, the stream segments that might be considered in the next annual cycle, The
<br />
