' ~ <br />. . <br />. . <br />.'<ill. <br /> <br />MEMORANDUM <br /> <br />Bill Owens <br />Governor <br /> <br />To: Colorado Water Conservation Board Members <br /> <br />Russell George <br />Executive Director <br /> <br />From: JeffBaessler <br />Todd Doherty <br /> <br />Rod Kuharich <br />CWCB Director <br /> <br />Date March 9,2006 <br /> <br />Rick Brown, Acting <br />Deputy Director <br /> <br />Re: Agenda Item 26, March 21-22, 2006- Board Meeting <br />Stream and Lake Protection - Summary of the Instream Flow Workshop <br /> <br />General Background <br />On February 21, 2006, Staff held its annual Instream Flow Workshop at the Colorado Division of <br />Wildlife Hunters' Education Building in Denver, The meeting was well attended by several CWCB <br />Board Members and Staff and representatives from the CDOW, BLM, Jackson County Water <br />Conservancy District, Colorado State Land Board, Trout Unlimited, Eagle River Watershed Council, <br />Colorado Water Trust, Bureau of Reclamation, Town of Minturn and representatives of various water <br />users, <br /> <br />The mam objective of this meeting was to request instream flow and natural lake level <br />recommendations for the upcoming year and to decide upon which basins the recommenders were <br />intending to bring fOlWard at the next Instream Flow Workshop in February 2007, The workshop <br />allowed the recommending persons or entities an opportunity to present their recommendations and <br />provide an explanation on why instream flow protection is important for these particular streams and <br />natural lakes, During the workshop, the public had the opportunity to raise questions and concerns <br />regarding the new appropriations process, <br /> <br />Implementation of the New Timeline <br />The workshop provided an excellent and timely opportunity to describe the new appropriations timeline <br />that was adopted by the CWCB at its January 2006 meeting, Staff has modified the existing timeline to <br />allow additional time for public notice and comment, and to allow an opportunity to resolve concerns <br />prior to the filing of a notice to contest. The new timeline which is provided below, requires that an <br />entity submit its formal recommendation in writing with specificity at the February workshop in order <br />for it to be considered for appropriation the following January, <br /> <br />Date <br />February 2006 <br /> <br />Procedure <br />Recommendations are submitted to Board or staff, in writing with <br />specificity, no later than the date of the February workshop in order to <br />be considered for appropriation the following January, At a minimum, <br /> <br />Flood Protection. Water Supply Planning and Finance. Stream and Lake Protection <br />Water Supply Protection. Conservation and Drought Planning <br />
