Town of Breckenridge <br /> <br />Staff has reviewed the agreement and would recommend it as technically and <br />financially feasible, although there is some disagreement as to the ultimate effect of the <br />agreement. Staff has attended some of the Technical Work Group meetings which related <br />to instream flows, and has also reviewed the draft agreement between Denver and the <br />Purchasers group. There are still some instream flow issues that need to be addressed before <br />the Board's contract with the purchasers is finalized and funds are dispersed. I have attached <br />a letter from Wendy Weiss to Glen Porzak which sets forth most of the concerns. <br />Additionally, I have attached the June 17, draft agreement with the Denver Water Board <br />which addresses the technical feasibility of the Clinton Reservoir in conjunction with Denver <br />Water Board exchanges. Staff will meet with Clinton representatives prior to the July <br />meeting to address these concerns. It will take a year before operating plans are in place, <br />but if staff concerns are resolved, then the technical feasibility aspect should be met. <br /> <br />The fmancial feasibility is being addressed by Frank Akers, and if he finds the project <br />participants to be fiscally sound I would hope the Board will approve signing the contract. <br /> <br />SD/bj <br />Attachments <br /> <br />bj641.10b <br />
