<br />20c. Colorado River Matters, Colorado River Decision Support System. (2:01 - 2:24 p.m.) <br /> <br />Bill Stanton, CWCB staff. reviewed the procedures and status of the RFP process for <br />the project. Dave Harrison, Chairman of the CROSS Advisory Committee, elaborated <br />on the scope of work and the selection process. Leo Eisel disclosed his firm had <br />submitted a proposal and recused himself. Discussion continued by Meyring, Harrison, <br />Evans, Duncan, Martineau, and Jackson. Evans distributed a copy of the Governor's <br />Executive Order. Staff was requested to provide Board members with a copy of the <br />full RFP and work tasks. A motion was made by Harrison and seconded by Jackson <br />to authorize the advisory committee to select a consultant based on the proposed <br />evaluation criteria. The motion passed by unanimous (7-0) decision with one <br />abstention. <br /> <br />e <br /> <br />A second motion was made by Harrison and seconded by Smith to direct the staff, with <br />the close coordination of the advisory committee, to negotiate a contract with the <br />selected contractor subject to ratification by this Board through whatever process can <br />be developed that will meet the time table. The second motion passed by nnllnimous <br />(7-0) decision with one abstention. <br /> <br />22. Stipulation: Bear Creek Case No. 1-86CW252, Grant Reservoir Company. <br />(2:24 - 2:27 p.rn.) <br /> <br />Gene Jencsok, CWCB Staff, reviewed the background and the staff reco=endation _ <br />to approve the stipulation to protect the Board's water rights for Bear Creek. - <br />Questions were asked by Duncan and Smith. A motion was made by Jackson and <br />seconded by Smith to approve the staff reco=endation. The motion passed by <br />unanimous (9-0) decision. <br /> <br />28. Preliminary Notice; Water Division 4, Saguache, Gunnison, Hinsdale and San Miguel <br />Counties. (2:28 - estimated 2:_ p.m.) <br /> <br />Dan Merriman, CWCB staff. presented the Board with preJiminllry instream flow <br />reco=endations on six stream segments in Saguache, Gunnison, Hinsdale and San <br />Miguel Counties based on data collected by the BLM. Questions were asked by <br />Jackson and Sheftel. There was consensus to defer advancing the preliminary notice <br />to final until the September meeting after the staffs water availability analysis has <br />been completed. <br /> <br />29a. Fmal Notice; Water Division 5, Snowmass Creek. (estimated 2:_ - _:_ p.m.) <br /> <br />Dan Merriman, CWCB staff. presented the final notice for the modification of an <br />existing instream flow water right on Snowmass Creek. The staff reco=ended the _ <br />Board to table the decision until the November meeting. Questions were asked by _ <br />Sheftel, Jackson, Harrison, Wright, and Martineau. Eisel recused himself.
