<br />t <br /> <br />I <br /> <br />3 <br /> <br />Morning Session <br />Monday, June 11, 1951 <br /> <br />Bailey. <br /> <br />The meeting was called to order at lo:40 a.m. by Vice Chairman, George <br /> <br />The Director announced that the principal matter before this meeting of the <br />Board was the consideration and formulation of the official State comments on the report <br />of the Bureau of ReclariIation, covering the proposed "Colorado River Storage "roject and <br />Participating Projects~, which had been submitted by the Secretary of the Interior to <br />affected s~tes for, their comments under Section 1 of the 1944 Flood Control Act. It was <br />explained, however, that Governor Dan Thornton expected to attend this meeting of the <br />Board. He suggested that the Board proceed to consider other matters awaiting the arrival <br />of the Governor. <br /> <br />Director Stone reported on the status of the Laramie River intrastate and inter- <br />s~te negotiations. He announced that an agreement had been reached between the in-basin <br />meadowland water users pnd the water users in Northeastern Colorado, who divert water <br />from the Laramie River; ani that a conference would be held with representatives of the <br />State of Wyoming on June 28, 1951 at Laramie, Ylyoming, to consider the interstate phases <br />of , the Laramie River problem. <br /> <br />The Director Teported that because of the intense local interest and plans for <br />the Narrows Dam and Reservoir, located on the South'P1atte River near Fort Morgan, Colo., <br />it appeared advisable for the Board to arrange and sponsor a series d: public hearings on <br />this ~Pject. He suggested that, if possible, such hearings be limited to three and that <br />they be held at Fort Morgan, Sterling and Greeley. <br /> <br />It was moved by the Director and seconded by John Beaty <br />that the Board authorize the holding of a series of public hear- <br />ings in the South Platte Basin concerning the Narrows Dam and <br />Reservoir, and report back to the Board the results of such hear- <br />ings and a resume of t~e various views of local interests con- <br />cerning such project in order that the Board could consider the <br />same in preparing comments which would ]a, ter be submitted to the <br />Director of Region 7, Bureau of Reclamation. <br /> <br />On vote being taken, the motion unanimously carred and <br />was declared adopted. <br /> <br />The Director reported on the outlook for federal appropria~ions for recla- <br />mation projects for the investigational program of the Bureau of Reclamation. Such <br />report was confined to those items which affect the State of Golo~ado. <br /> <br />Governor Dan Thornton appeared and assumed his position as Chairman of the <br />Board. The Governor opened the discussion with respect to Colorado comments on the <br />proPosed Colorado River Storage Project and, Participating Projects by emphasizing the <br />importance of the development of the water resources of the State and the necessity of <br />
