BORGER: <br /> <br />"In case the members of the audience did not <br />hear the question, the question was to say - <br />because we are getting literally thousands of <br />acres at Chatfield Dam, why is the City asking <br />for a 400 acre additional allocation grant here? <br />I think there are two answers to the question. <br />The first is, that open space in the mountains <br />is not as valuable as open space where the people <br />are. Chatfield Dam is far enough removed from <br />the kid on a bicycle, to the elderly person who <br />wants to walk, to the person that for some reason <br />or another cannot drive to Chatfield Dam, that <br />this land would be valuable to him. In other <br />words, you need the open space where the people <br />are instead of having it at a distance. <br /> <br />Editorially, I think that the cities of <br />Colorado have lacked in this area too long. In- <br />stead we have all those mountains to play in - <br />let's not build parks in the local communities. <br />I think you need parks where the people are. <br /> <br />The second point though is - and this gets into <br />some of the considerations which will be covered <br />later. There are two different typs of expe- <br />riences. The experience of fishing in a large <br />lake, for example, is drastically different <br />from the experience of fishing in a flowing trout <br />stream. And I am not that much of a fisherman <br />myself, but the fishermen that are say trout <br />stream fishing is totally different from lake <br />fishing. To channel this river destroys the <br />fishing capabilities in the river unless some <br />modifications are made in the plan. <br /> <br />The other point is, this is flat land. There <br />are sand and gravel operations there that can be <br />used for beaches, swimming areas and camping fac- <br />ilities, and so on. Its a different kind of <br />recreational experience than that associated with <br />
