WHEREAS, The well-being of the people and places in rural

education, health care, and communication; strong communities; and a
healthy natural environment; and

WHEREAS, It is therefore appropriate for the General Assembly
to form an interim committee to study the growing problems facing rur&
Colorado; now, therefore,

Be It Resolved by the House of Representatives of the Sixty-fifth
General Assembly of the State of Colorado, the Senate concurring
herein:

(1) That there is hereby created a legislative committee,
hereinafter referred to as the "committee", which shall meet in the interim
after the 2005 Regular Session of the Sixty-fifth General Assembly to
study economic issues facing rural Colorado, including but not limited to
economic development, retention of employees, and access to technology.

(2) (a) That the committee shall consist of ~lv~ members
appointed as follows: .'0... .

(1) lie members of the Senate, mi appointed by the President
of the Senate and two appointed by the Mllionty Leader of the Senate;

(II) Eivil members of the House of Representatives, I"t&e
appointed byffic" Syeaker of the' House of ReIJresentatives and"two
appointed by the Mfuority Leader of the House of Representatives;

(llI) One member of the public who is a county commissioner
from a rural county, appointed by the Speaker of the House of

(c) No more than Retl members from the Senate shall be from
metropolitan areas. No more than itm!t members from the House of
Representatives shall be from metropolltan areas.

(d) All appointments to the committee shall be made on or before
July 1, 2oo5. .

(3) That the Speaker of the House of Representatives shall
designate a chairperson of the committee from among the members
appointed from llie House of Representatives, and the President of the
Senate shall designate a vice-chairperson of the committee from among
the members appointed from the Senate.
