<br />There has been considerable discussion over the past several years <br />about how we arrived at the priorities. Indeed, it is an extremely <br />difficult matter to say that one project should have a priority over <br />another. Nevertheless, we are charged by statute with making recom- <br />mendations in order of priority. We had evolved many criteria that <br />we utilize in arriving at a numerical score for each project. We have <br />gone over those before. They are such things as need, the cost, the 1 <br />availability of supplemental financing. the number of people affected. <br />etc. There are many. many factOrs that go into trying to arrive at <br />a numerical evaluation so we can assign a priority. <br /> <br />We have reworked our method of arriving at this numerical score and <br />given weight to such things as need and urgency. These projects are <br />submitted to various staff members to analyze independently, using <br />that criteria. Each staff member in the projects construction section <br />makes his analysis and arrives at his priority, and then the section <br />meets en bane and discusses the priorities arrived at by the respec- <br />tive members. Then a consensus is reached as to the priority. I <br />play no part in determining the priorities, unless there is a break- <br />down in the staff and they cannot agree. In such case, I make the <br />final decision. This has not Occurred with these nine projects. <br /> <br />Following that, the information on the project is disseminated to the <br />Board. The staff makes a tentative recommendation. which is now <br />before the Board. A year ago, Chairman Stapleton appointed an ad hoc <br />committee consisting of himself, Mr. Vandemore. and Mr. Kroeger,to <br />review these priorities prior to the board meeting.- That ad hoc com- <br />mittee has met and reviewed the priorities. As I understand it, the <br />committee has no disagreement with the proposed "priorities. <br /> <br />with that explanation, Mr. Chairman, I turn the mike back to you. <br /> <br />MR. FETCHER: Fred, I have a question. <br /> <br />Assuming that this list will be funded by the Legislature, will it <br />take its place behind the present list that is not yet funded, or do <br />we know that? <br /> <br />MR. SPARKS: Yes, I think that is the law, that the bill enacted first <br />takes priority. We have to complete that list before we can go to <br />something else.
