<br />I <br /> <br />I <br /> <br />COLORADO WATER CONSERVATION BOARD MEETING MINUTES <br />Cosmopolitan Hotel <br />Denver, ColoradO <br /> <br />November 15,1977 <br /> <br />The Colorado Water Conservation Board met, pursuant to notice, at <br />9:00 a.m., Frederick V. Kroeger, Vice-Chairman, presiding. <br /> <br />MR. KROEGER: Good morning, ladies and gentlemen. Ben will not be <br />here this morning, so we will start our meeting. The first agenda <br />item is the consideration of projects and priorities for the State <br />Water Conservation Board Construction Fund. <br /> <br />Larry Sparks will make an explanation of that, and then we will hear <br />from the various people representing the communities. <br /> <br />MR. SPARKS: Mr. Chairman and members of the Board and guests, this <br />is the annual meeting at which we consider completed feasibility <br />reports for construction of small projects utilizing the ColoradO <br />Water Conservation Board construction Fund. <br /> <br />Last year, the legislature authorized fourteen of such projects, four <br />of which are now under construction. We are having some prOblem in <br />getting money to construct all these projects in a timely fashion. A <br />significant breakthrough occurred this year when the Legislature ear- <br />marked part of the Mineral Leasing Fund revenues for project construc- <br />tion. Under that Act. passed this year, we will receive annually <br />approximately one and a half million dollars to be utilized for the <br />construction fund. This will, however. not be sufficient in the im- <br />mediate future to get all of the authorized projects under way. We <br />are requesting an additional two million dollars for the forthcoming <br />year from the General Fund to accelerate project construction. <br /> <br />Under the law, it is the responsibility of this board to submit <br />annually to the General Assembly a list of projects recommended for <br />construction by the Board and the recommended priority. The Legis- <br />lature itself must specifically act on each project, and it is the <br />province of the Legislature to determine the actual priority and what <br />projects shall be constructed. <br /> <br />What this board does, under the statute, is to furnish advice. Follow- <br />ing this meeting, I will render a report to the General Assembly. ad- <br />vising the General Assembly as to the action taken by this board at <br />this meeting. I will also inform the General Assembly of the progress <br />and expenditures made prior to this time on projects previously autho- <br />rized. <br /> <br />The question of priorities is of considerable importance, although <br />all projects recommended by this board last year were authorized by <br />the General Assembly. The General Assembly did fairly well follow <br />the priority list suggested by the Board, but that body made some <br />adjustments in the priorities which we recommended. <br />
