<br />- <br /> <br />I <br /> <br />MR. SPARKS: Mr. Chairman, you will recall that we did have some <br />correspondence prior to our last board meeting relative to the list <br />of preliminaries at that time. The only correspondence that I recall <br />was from the Chaffee County area. We had the tragic accident in which <br />two of the Chaffee County Commissioners and others were killed in the <br />airplane accident on the way to the board meeting in Cortez. We sub- <br />sequently informed Chaffee County that. before we took any final action. <br />we would discuss the matter with the people down there. I would like <br />to ask Mr. Helton to report on this final list. <br /> <br />MR. HELTON: Last month, Eddy Kochman and myself met with the board <br />of directors for the Upper Arkansas soil conservation District and <br />discussed the Chaffee County streams. As it turned out. they only had <br />two things they were concerned about. They were concerned about Chalk <br />Creek and about the North Fork of the South Arkansas. As a result of <br />that meeting. the Division of wildlife modified the recommendation on <br />those two streams. They moved the upper terminus of the Chalk Creek <br />recommendation and the National Forest boundary to the lower highway <br />grid. They also moved the lower terminus of the North Fork of the <br />South Arkansas recommendation from the confluence with the South Arkan- <br />sas up to the North Fork headgate. We advised the board of directors <br />of the Soil Conservation District that the Division of Wildlife made <br />that recommendation. They said that would satisfy their concerns. I <br />talked to the president of the Board yesterday morning. And with <br />these modifications, they are pleased. <br /> <br />MR. SPARKS: In effect then, the original recommendations have been <br />modified to reflect the, desires of the people of Chaffee County. The <br />reason that they wanted it moved up was because the streams were de- <br />watered frequently below these points. We didn't know that until after <br />we met them. <br /> <br />MR. THOMSON: Mr. Chairman and members of the Board. I am Charles L. <br />Thomson, General Manager of the Southeastern Colorado Water Conservancy <br />District. <br /> <br />Mr. Sparks mentioned that we did have a delegation from our district <br />and from Chaffee County going to your meeting in Cortez several months <br />ago to speak on this subject. They didn't make it. I was not aware <br />of the fact until I came to this meeting this morning that a meeting <br />had gone on up in Chaffee County. We also corresponded on this. <br /> <br />I must also say, Larry, that maybe--you say you are not free from <br />error, and I did not get a copy of the changes until I got here thjs <br />morning. I got your notice of the meeting indicating that a list of <br />the final minimum flows would be mailed out. but I didn't get it. So <br />I didn't get a chance to cross reference the original application with <br />what is now in final form. But I will certainly take the word of Mr. <br />Helton and Eddy Kochman that meetings have been held with the people. <br />What I heard Mr. Helton saying is the concerns that were registered <br />by George Everett, a member of our board and a gentleman who was going <br />to come to our Cortez meeting to speak on the subject. As a district <br />and as water users in Chaffee County, we were very much concerned <br />about the original applications. I personally wrote letters trying to <br /> <br />-33- <br />
