<br />I <br /> <br />I <br /> <br />war-time jobs and new industries created. So we had a great migration <br />into the urban centers from the rural areas of the country. That <br />trend has now reversed itself in about the last four or five years. <br />What we are experiencing now throughout the united States is a rush <br />to get out of the urban areas and back into the rural areas. The <br />reason is that people are tired of being caught up in the urban crush <br />of traffic and what have you. So in many cases they are trying to <br />move back to the rural areas. In many cases they are commuting long <br />distances to their jobs. Hudson is one of the areas that is caught in <br />that squeeze, along with Brighton, Fort Lupton, and other communities <br />out in that direction. The desire of people to get out of the con- <br />gested metropolitan areas is a nationwide trend. This is another factor <br />that is causing the small communities a lot of grief today. Hudson, <br />as time goes on, will be caught up more and more in the development of <br />homes, which the gentleman from Nunn mentioned as a bedroom community, <br />an apt statement for what is happening. <br /> <br />MR. KROEGER: Is there anyone else that wishes to comment or ask a <br />question? <br /> <br />MR. VANDEMOER: I guess my comment ,would go to the Mayor of Nunn, too. <br />Limon, in their report. they need and ask for money to look for water <br />rights. I am on the BOard of Directors down at Sterling. I don't <br />want to change the priorities. but would it be possible in the case of <br />Nunn and Hudson, would it be possible for you to go ahead and get some <br />kind of okay from the State Engineer that these wells can be drilled? <br />I know of people in Sterling that can't drill a well because the State <br />Engineer says they can't get a water right. Mr. Jackson brought it <br />up in the case of Nunn, and I think it is the case in Hudson, too. It <br />looks like before the Board goes ahead and okays this money for water <br />that you should have a drilling permit from the state Engineer. <br /> <br />Now, the Mayor of Nunn said he didn't think that would be a prOblem. <br />But they have cut us off on any new wells. We can't drill any new <br />wells until we can find some new water to buy, which we can't seem to <br />find. So I'm wondering if it would be possible for you guys to go to <br />the State Engineer and come up with a permit from the State Engineer <br />that shows that you do have a right to drill the wells? <br /> <br />MR. WUERTZ: I think this would be possible, and I don't think we <br />would have a prOblem getting this permit. <br /> <br />MR. VANDEMOER: Well, that is what I hope. It doesn't look that way <br />right now. <br /> <br />MR. WUERTZ: I think it would be possible to proceed that way. <br /> <br />MR. SPARKS: This is a common prOblem we have had for a number of <br />projects in the past. Obviously, we don't start construction until <br />all the prOblems are solved. But we can't proceed to negotiate the <br />water rights and purchase the rights necessary until we have the proj- <br />ect authorized. It is like, "What comes first, the chicken or the <br />egg?" Until we have the project authorized, we can't button up the <br />final details. We will not construct the project until all the details <br />are worked out. <br /> <br />-21- <br />
