able to deliver and treat that supply.

The town right now, is presently at about 2,000 people. They have
experienced an ~dditional equivalent population of 600 to 800 people
during the summer with the tourist industry. We are projecting g:rowth
at the year 2000 to be approximately 3,000. The tourist industry is
anticipated to have about 850 to 950 transient population contribu-
tion at that time.

I

At the present time, the town is 100 percent metered. They have
restricted the water rates, not raising the rates but reducing the
amount of gallonage on the minimum rates. They have raised the per
thousand gallon cost over and above that.

The town is solidly behind the project, realizing that they do, indeed,
have to tie down additional water if-they are going to continue to
survive out there. We are pursuing additional water rights from the
legal standpoint right now. We have been through the Water Court and
are awaiting a ruling. We anticipate some delays in that matter.
That is the foremost thing we a~e dealing with at this point in time--
trying to get those acquisitions squared away.

We need all the support we can get in Limon to proceed with the proj-
ect. The sewer system that the community has is exceeding capacity
right now at the treatment plant. At the same time, the school is
lookingat about a million and a'half dollar bond issue. The town is
looking at substantial, increase in both sewer and water rates and
mill 'levey in general. We are pursuing additional funding sources
through both state and federal organizations. and we need and desire
your assistance. if at all possible.

MR. KROEGER: Thank you, Mr. Meyer. Are there questions from members
of the Board of Mr. Meyer? (NO response.)

Are there any questions from the audience? (NO response.)

Thank you very much for your report. We will go next to Basalt.' Is
Basalt present this morning?

MS. CROSSLAND: I am Linda Crossland, the Mayor of the Town of Basalt.
I came to relay the council's endorsement of this project.

For over a year, we have been formally looking 'at the various aspects
of this project and we fully recognize our need for, particularly.
new transmission lines and additional storage. The Board is in favor
of it, and we have included in our request money for metering, be-
cause we have no metering at the present time.

I

I brought with me today Skip Flewelling, who is the Town Manager of
Carbondale and serves on an advisory basis at this time for Basalt.
He has some comments he would like to make.

MR. FLEWELLING: First of all, Carbondale has enjoyed an excellen.t
relationship with the Water Conservation Board. I think you are

-18-
