<br />I <br /> <br />I <br /> <br />Basically, Limon is not experiencing the phenomenal grow't:h that many <br />of the other communities here this morning are talking about. Limon <br />is right now trying to fight for its status quo. The principal prob- <br />lem that town is facing is just an inadequate water' supply. They <br />draw their water from well sources in the Big Sandy alluviums, which <br />have for the last five or six years been slowly decreasing in the <br />amount of water they are producing. This has led to the point where <br />the town has had to impose severe water restrictions during the <br />summer months when they were experiencing peak demands due to water- <br />ing lawns and the like, as well as the tourist industry, which reaches <br />a peak during the summer months in that area. As a result, it has <br />tended to stifle the growth in the community to the point that many <br />of the motels and tourist,-oriented industries are having trouble <br />maintaining a decent trade with those people passing through. to the <br />point where at some particular times a shower was impossible to <br />receive in some of the motels. You could not. even upon request. <br />receive a glass of drinking water at some of the restaurants. <br /> <br />The peak demands during the summer are basically incapable of being <br />met. The town right now has. during the summer of 1976 and '77, <br />experienced an average water production of about 300 gallons per <br />minute, when the desirable demand was about 400 gallons a minute. <br />They were lacking a hundred gallons per minute. <br /> <br />Basically, on a peak demand situation, this last summer they needed <br />an additional 600 gallons per minute to meet demand. So what they <br />had to do was cut back on water consumption. The pumps have literally <br />pumped themselves dry. We had to maintain 24-hour surveillance to <br />make sure we were not burning the pumps out. <br /> <br />Storage is <br />gallons in <br />catch-up. <br />hours that <br /> <br />inadequate at present. The town has about 200.000 <br />storage. During the summer months, we are always playing <br />They are lucky if they have half a tank in the morning <br />we have been able to gain during the evening. <br /> <br />The study that was conducted was funded by the Four Corners Regional <br />Commission, conducted by our firm in association with Mort Bittinger <br />and Associates, out of Fort COllins, did look at alternative water <br />sources in the area. The Ogallala formation, as well as other parts <br />of the Big S,andy, were analyzed quite extensively for the potential <br />and longevity for a water producing aquifer. We have come back with <br />recommendations stating that the town does need to acquire additional <br />water rights and does need to extend both their pumping facilities <br />and their transmission facilities to these outlying areas within the <br />Big Sandy to acquire the additional needed water. <br /> <br />Now, in addition to that, we have evaluated the town's existing <br />distribution and storage facilities and found inadequacies there, <br />also. We have programmed additional storage as well ,as improvements <br />to the distribution system to be included within this project. The <br />total cost before you does represent water rights acquisition, the <br />pumping and transmission facilities, storage facilities, and distri- <br />bution facilities. The intent of the project is to bring the Town <br />of Limon up to snuff as far as having an adequate supply and being <br /> <br />-17- <br />
