<br />I <br /> <br />I <br /> <br />Like I say, we own the water above Ridgway. It is as far away as <br />II miles. It flows through an open ditch all the way to the town <br />ponds, which are approximately I mile above the town. Cold weather <br />within the town, in the lower areas it gets 40 below, in that neighbor- <br />hood. For instance, last year when we had all the pold weather and no <br />snow, we were chopping ice continually just to keep water in the town. <br /> <br />As far as the growth of the town, the Bureau of Reclamation has just <br />approved the Dallas Project, which will put the high water line at <br />this time 2 miles to the north of the town. <br /> <br />Also. to get back a little ways--initially, when the Bureau was <br />planning the Ridgway Dam, they were going to mOve Ridgway to another <br />site. So at that time, the people in the area quit doing anything to <br />the town and let it deteriorate to a point that it is going to take <br />a number of years to get back where it should be. But since the time <br />they found that the town would remain where it is at this time, they <br />built a new school and put in the new sewer system. And we have run <br />ourselves out of funds. So we are to the point where the town needs <br />the water system but yet it can't afford it. <br /> <br />We lost the railroad last year, due to the fact that the dam went in. <br />It was torn completely out between Montrose and the Ridgway area now. <br /> <br />The tax levy in the area is 82.34, which is quite a bit for that small <br />a community. <br /> <br />The school is kindergarten through twelve. The way it is built. it <br />can double the population and still be okay. The same way with the <br />sewer system. It is adequate to twice the growth of the town at this <br />time. <br /> <br />We have had a lot of meetings with the Bureau of Reclamation. They <br />said they would help us, but when the time comes right down to the <br />wire, we can't find the help. We have had studies done on the water <br />system, alternatives 1 through 4 (a). We have had studies made on the <br />water, and the only feasible water for the town would be the 4 or 4 <br />(a), due to the water itself. The alternate 1, for instance, of course <br />it would be the lowest to put in. We have had samples taken. and none <br />of these have passed. <br /> <br />The new water system, when it is put in, we plan on putting meters on <br />the water; although, at this time there are no meters in the town at <br />all. Most of the pipe within the town is wood or riveted pipe. When <br />you dig it up to make one repair, you have two or three more from the <br />pipe itself breaking. <br /> <br />Basically, this is just a quick rundown of the town. I have with me <br />Dave Duncan of Mesa Engineering. He did the feasibility s'tudy, and <br />I will turn it over to him. <br /> <br />MR. DUNCAN: I will try to keep my comments short and to the point. <br /> <br />It seems like the Town of Ridgway has tremendous capacity for growth. <br /> <br />-13- <br />
