<br />MR. JACKSON: I hate to see you have to move. Do you have the well <br />rights to get this additional water drilling somewhere else? <br /> <br />MR. FOSTER: We don't now. We did have a problem with the State <br />Engineer a few years ago about the wel;s that we have now. We have <br />joined the organization GASP; they put the water back in the river, <br />and it is contemplated. at least through the people that ~rote this <br />study and ,certainly the people on the Board, that this would present <br />no real problem. <br /> <br />I <br /> <br />Now. I did forget to mention that the Town Board unanimously supports <br />this request and proposal and I have heard no dissension in the town. <br /> <br />MR. KROEGER: Are there other questions from the Board? (NO response.) <br />Would anybody wish to make a comment or ask. a question of Mr. Foster, <br />from the audience? (NO response.i <br /> <br />Thank you very much. <br /> <br />MR. SPARKS: I have a comment. Mr. Chairman. You will note throughc <br />the summaries ,for these first three or four towps that we have dis- <br />cussed here that in every case the water rates have to rise dramatically. <br />In some cases, it is more than a 100 percent. increase. This causes <br />some traumatic feelings among the citizens of these communiti~s when <br />they suddenly come up with a, project that doubles their water rates. <br />I merely want to observe that it takes some guts on the part of these <br />town boards to plan and propose these projects. Sometimes they don't <br />succeed in re-election. Nevertheless, the prOblems dop't go away. <br /> <br />So I merely wish to observe that it does take guts to serve on these <br />town councils and to propose projects which will substantially <br />increase water rates to the ~itizens of the town. <br /> <br />MR. That is an <br /> <br />MR. KROEGER: Thank you, Mr. Foster. <br /> <br />The next town is Ridgway., <br /> <br />MR. HICKS: ,Good Morning. I am George Hicks, the Mayor of Ridgway. <br /> <br />The population of Ridgway is under 300 at this time, but over the past <br />year we have had growth of about a third of that amount. We have I <br />excellent water rights from Beaver Creek and the Austin Springs and <br />the Ridgway Springs above the Ridgway area. We have mostly older <br />people--65 percent is over 65 years of age. <br /> <br />Four years ago, we put in a new sewer system, and it has paid for <br />itself. But the water lines within the town being so old and <br />deteriorated SO fast, the expense of it is more than the town can <br />really afford at this time. That is the reason we are trying to get <br />this new water system going. <br /> <br />-12- <br />
