SUBJECT: Agenda Items 4a,b,c,d, September 7-8, 1995, Board Meeting --
Floodplain Designations and Approvals

INTRODUCTION

Agenda Item 4 includes all 4 volumes of an approximate floodplain study proposed
for designation and approval by the CWCR The study was prepared by CWCB staff as part of
the Recovery Implementation Program for Endangered Fish Species in the Upper Colorado River
Basin. The Board staff is requesting Board designation and approval under the provisions of
Rule No. 9.D.2, "Consideration at the Board's Initiative", of the Board's "Floodplain Designation
and Approval Rules" (2CCR 408-1). That rule calls for 45-day written notification of all affected
local governments prior to Board action. The notification was given to all of the local
governments and no comments were received from any of them.

Since the 4 volumes contain approximate floodplain information, they were reviewed for
compliance with Rule No.6. The entire study (Volumes 1-4) meets the requirements of that rule.
Since each volume was prepared as a separate report, each volume will be proposed for separate
designation and approval, as listed below:

(1) FPR No. 95-401 - Floodplain Information Report. Yampa River from
Crail!: to Dinosaur National Monument. Volume I, dated March 1995.
(2) FPR No. 95-402 - Floodplain Information Report. White River from
Rio Blanco Lake to the Utah-Colorado State Line. Volume II, dated
March 1995.
