<br />" <br /> <br />; <br /> <br />Western States Water Council: <br /> <br />. <br /> <br />We attended the Western States Water Council meeting in Rapid City, South Dakota. The <br />Council is considering revising its position On the Clean Water Act reauthorization in light of the <br />bill which recently passed the House. The present version contains elements which are both <br />positive and negative from the State's perspective, and the Council would like to review their <br />position in the hopes of offering a compromise which may be acceptable to the V.S Senate. I <br />have asked David Holm and Paul Frohardt to work with us in reevaluating Colorado's position. <br /> <br />Colorado Water Congress: <br /> <br />The Colorado Water Congress through the leadership of Disk McRavey is beginning the <br />development of a long range plan for the organization. We participated in their annual summer <br />workshop and believe that they are off to a good start. We wish them the best of luck and <br />encourage them to make the effort. The Congress has played a key role for 35 years, and <br />hopefully will continue do so. <br /> <br />Budget - Operating Expenses: <br /> <br />We are reviewing past years' budgets and attempting to develop a better understanding of our <br />cost allocation. Since the last budget year FY94-95, which ended June 30, 1995, was our first <br />complete year with a full staff, there is a need to adjust and reallocate expenditures. One of the . <br />areas where we find an increasing trend is the expense of mailings and copying costs. The law <br />requires that we recover our costs and that we develop guidelines for charges. Consequently, in <br />November we will be bringing a set of guidelines to the Board which will include a revision of <br />how costs are to be charged. <br /> <br />w:\boardmem\sepI95\item3.dd <br /> <br />e <br /> <br />. <br />
