<br />. <br /> <br />Bedey. The Corps had agreed in a letter dated August 4, 2003 to use the results from the <br />CWCB's Site-Specific Study in a Probable Maximum Flood Study. The Corps states in <br />the letter, "Prior to initiating actions on "Cheek Creek, we need concurrence form <br />Congressmen Hefley and Tancredo for these efforts." The letter then goes on to state <br />that once they receive concurrence and funding they will notifY the CWCB immediately. <br />The Corps Project Manager for the PMF study will be John Palensky. It is implied that <br />the CWCB Flood Protection Program staff will participate in the formulation of a work <br />group or advisory committee and participate in the PMF Study. We will keep the Board <br />apprised on new developments. <br /> <br />Dolores River Floodplain study: The US Army Corps of Engineers and FEMA are <br />under contract for the CWCB, Town of Dolores and Montezuma County to develop new <br />floodplain information from McPhee Reservoir, through the town of Dolores, up to the <br />Montezuma County and Dolores County lines. This study will update the Flood Hazard <br />Information Report from September 1978. The study produced two foot digital contour <br />mapping. The HEC-RAS model has been completed and the hydrology study has been <br />submitted by the Corps to the CWCB for review. The project is scheduled for <br />completion in July 2005. <br /> <br />--. -----South-PlatteRiver-F1oodplain-Study: -Asa-by-product-of the-Chatfield-Reallocation __ ___n - -_ <br />Study the US Army Corps of Engineers - Omaha District is under contract for the <br />CWCB to complete new floodplain information from Chatfield Reservoir to the state <br />line. The Corps has completed a HEC-RAS mdoel and is finalizing the 100-year flood <br />. elevations for the report. The project will be completed December 2004. <br /> <br />Chatfield Reservoir Reallocation Study (Water Users Subcommittee Meetings): <br />Twenty-seven individuals attended this meeting at Denver Water to begin discussions on <br />the allocation of additional storage space at Chatfield Reservoir (20,600 AF). Additional <br />Study costs are currently estimated at $1.2 million + $70,000 for additional threatened <br />and endangered plant surveys. This means that approximately $635,000 is needed by the <br />Corps of Engineers and $635,000 is need by the CWCB and other non-federal project <br />sponsors to get through Enviromnental impact Statement (EIS) process and preparing an <br />EIS.The CWCB has $150,000 allocated to this project for the state fiscal year 2005 that <br />started on July I, 2004.Additional study costs are needed to complete the study by non- <br />federal partners. $635,000 (needed) - $150,000 (CWCB funds) = $485,000 (non state or <br />non federal cost share needed to bring the project to completion).Tom Cech of the <br />Central WCD graciously pointed out that $485,000 water user money divided by 20,600 <br />AF would give the water users an idea of their portion of funds to help complete the <br />study. This would be $23.50/AF per water user based on their requested need. This is a <br />reasonable request by the CWCB for assistance from the water users. However, there are <br />no guarantees that the total 20,600 AF pool will be reallocated at this point. The <br />following table represents discussions at the meeting. Water Users were asked to give a <br />low end and a high end number of their storage needs. The Subcommittee will meet <br />again September 8, October 6, November 3, December 7. Staffwill keep the Board <br />apprised of developments in the Chatfield Reallocation Study. <br />
