<br />. <br /> <br />. <br /> <br />. <br /> <br />..... <br /> <br />Flood Protection Program Director's Report Attachment <br /> <br />Map Modernization Update: Colorado's Map Modernization Program is entering its <br />second full year. Last year preliminary countywide DFIRMs were completed for two <br />counties, the City and County of Denver and Douglas County (including municipalities). <br />Last year's funding also supported the preparation of a preliminary countywide DFIRM <br />for Boulder County (including rnunicipalities). That study is underway, with cornpletion <br />scheduled for late December 2004. <br /> <br />FEMA has provided funding for three new countywide DFIRMs for the current year, <br />each study receiving $500,000 in FEMA funds to cover 80% of the cost of the study. <br />The three counties are Adams County, Arapahoe County, and Larimer County. All three <br />studies will include municipalities within the respective counties. FEMA is contracting <br />directly with the Urban Drainage & Flood Control District for the preparation of the <br />studies for.Adams and Arapahoe Counties, including the eastern portions of those two <br />counties that lie outside the District's boundaries. CWCB will direct the study for <br />Larimer County. CWCB is providing 10% matching state funding for each study. For <br />the two Denver metro area counties Urban Drainage is providing 10% matching local <br />funding, and in Larimer County 10% matching local funding is being provided by the <br />City of Fort. Loveland, -and-Larimer Gounty;""Each of these three <br />preliminary DFIRMs is scheduled for completion in the fall of 2005. <br /> <br />Fountain Creek Watershed Study Update: The u.s. Army Corps of Engineers <br />(Albuquerque District) is continuing to work on the Fountain Creek Watershed Study <br />through its consultant, URS. Currently the Corps and the project sponsors (including <br />CWCB) are finalizing the Scope of Work for the specific portion of the study devoted to <br />Hydrology and Hydraulics. This particular project will include the development of flood <br />hydrology for Fountain Creek and selected tributaries, preparation of flood hydraulics (to <br />a lesser level of detail than what is required for a detailed floodplain information report, <br />but sufficient for analysis of stream stability and general flooding characteristics), and <br />geomorphological analyses of the tendencies of Fountain Creek and some of its <br />tributaries to erode and rnigrate. This information will be used to determine the extent of <br />problems in specific locations and the comparative severity of those problems from one <br />location to another. Subsequent analyses in future phases of the Watershed Study will <br />then develop and evaluate potential alternatives for addressing these problems. <br /> <br />Sacramento District of Corps of Engineers Continues to Reduce Funding in <br />Western Colorado: Gunnison County, CWCB, and the Sacramento District of the U.S. <br />Army Corps of Engineers have formed a partnership to prepare floodplain mapping for <br />various stream reaches in Gunnison County. Unfortunately, for the second year in a row, <br />the Corps of Engineers has withdrawn previously budgeted funding for Gunnison County <br />and transferred that funding to other districts of the Corps. Last year $5,000 was taken <br />away from the Gunnison County project. July 2004 $10,000 was taken away from the <br />project, and August 2004 an additional $23,000 was taken away, making a total of <br />$38,000. There is currently no indication from the Corp of Engineers that any of this <br />money will be replaced. The project was originally scheduled for completion during the <br />
