"

3. The Report includes an evaluation of the Dolores River in the Big Gypsum .
Valley, several miles upstream from its confluence with the San Miguel River. The
amount of water recommended in the Report for the Dolores River can not be achieved
without eliminating a significant amount of irrigation from the Dolores Project. The
Report must eliminate all references to the Dolores River in order to be acceptable.

The SWCD recommends that the CWCB not approve the Report methodology until: (1) a
thorough technical analysis shows a direct, not theoretical, connection between the flows
recommended by the Report and the recovery of endangered fish; and (2) the CWCB has
adopted specific conditions for use of the Report in the CWCB ISF program and other
State fish flow programs.

Please contact SWCD engineer, Steve Harris (970-259-5322), if you have any questions
or comments.

Sincerely,

.~ JJ ~
y~V. ~
Fred V.
