<br />Reclamation's 100th Anniversary: June 17 is Reclamation's 100th Anniversary. We will update you about <br />any activities they have planned in the May report. <br /> <br />U.S. Army Corps of Engineers (Corps) Colorado Service Center <br /> <br />Meetings: In late February, the Denver Regulatory Office met with Great Western Diamond Company on <br />the 404 permit for the Kelsey Lake Diamond Mine (located northwest of Fort Collins near the Wyoming <br />line). Great Western will be requesting a permit amendment to extend their current permit and modify the <br />wetland mitigation plan. The Denver Regulatory Office also met with the Federal Highway Administration <br />to discuss a proposal to improve Tarryall Road in Park County. <br /> <br />3 March: Tri-Lakes Project Office meeting with Lockhee4 Martin to discuss construction of a water quality <br />improvement proj ect on Massey Draw at Chatfield Lake. The purpose of the proj ect would be reduction of <br />phosphorus loading to the lake. <br /> <br />12 March: Public hearing on the Draft EIS for the Reuter-Hess Reservoir (Rod Schwartz will provide more <br />information on this). We will submit comments in support of this project. <br /> <br />14 March: Denver Regulatory Office met with U.S. Fish & Wildlife Service and Colorado Department of <br />Transportation (CDOT) to discuss proposed habitat mitigation bank along Plum Creek. If approved, the <br />bank would provide mitigation for CDOT projects that impact habitat of the Preble's meadow jumping <br />mouse, a threatened species under the Endangered Species Act. <br /> <br />14 March: Denver Regulatory Office meeting with the Federal Highway Administration and CDOT on the <br />Gaming Area Access EIS. \ <br /> <br />General: Denver Regulatory Office was contacted this week by several engineering firms regarding a <br />Request for Proposals (RFP) that the City of Fort Collins has on the street. The RFP is to conduct a <br />feasibility study to enlarge the dam at Halligan Reservoir, near Virginia Dale, to increase the capacity of the . <br />reservoir for municipal water supply. This project could potentially involve the Corps, through a 404 permit, <br />as the lead Federal agency for an EIS. <br /> <br />. <br /> <br />Business Development and Outreach <br /> <br />In January, Omaha District Business Development Coordinator Deb Brey met with City of Boulder officials <br />to discuss various Corps programs that could be used to irjJ.plement portions of their recently completed <br />Greenway Development Plan for Boulder Creek through Boulder. Representatives from CDM, who are <br />working with the city and county of Denver on the envirotunental restoration projects in Denver, were <br />present at the meeting and discussed their experience working with the Corps. The City was aware that <br />Boulder County has submitted a request for a Section 206 study and was considering contacting the County <br />to see if something more regional could be pursued. Brey briefed Dave Brandon and Ralph Roza on the <br />meeting. <br /> <br />USACE Workshop: The Corps of Engineers RegulatoryiMeeting will conduct a training session entitled <br />"Sections 401 and 404 of the Clean Water Act". The focu~ will be on 404 permitting and the role of 40 1 <br />Water Quality Certification". The workshop will be held on Apr. 1 in the Centennial Building (1313 <br />Sherman Street Room 318 Denver CO), from 9:00 a,m. - 3 :00 p.m. Corps attendees will be Andrew J <br />Rosenau, Chief of Albuquerque District, Regulatory Branch, Arthur Champ, Chief of Sacramento District, <br />Regulatory Branch, Kathryn Schenk, Chief of Omaha District, Regulatory Branch, and representatives from <br />Colorado Regulatory Field Offices.
