<br />It appears to be the general consensus of the group that it is important that we obtain representative water <br />rights data from enough entities to adequately characterize:the range of users (i.e. irrigation, M&I, <br />augmentation, recreation, instream flows, fish and wildlife), but it may not be necessary for each potential <br />user to supply water rights data . <br /> <br />Most entities may also provide BC with data on their expected demand/release schedules for stored water in <br />Chatfield Reservoir. <br /> <br />The CWCB Flood staff and BC hope to have an infonnational presentation by our May meeting. The next <br />Storage Use Patterns meeting is scheduled for April 4 at Denver Water. <br /> <br />Cherry Creek PMP Study: Attached to the Director's report is a copy ofa Mar. 7 letter from the National <br />Weather Service (NWS) agreeing to attend the final project meeting and to review reports from the Cherry <br />Creek Probable Maximum Precipitation (PMP) Study generated by Applied Weather Associates and the <br />CWCB. This is good news following months of repeated invitations to the NWS to participate on the CWCB <br />Study Team. <br /> <br />The NWS agreed to participate because of the "relevahce to our program and the pote11tial to advance the <br />science in this arena." The CWCB and NWS will sign a MOU between agencies and we will send them <br />Interim Report #1 and relevant background data. A Second interim report is due in mid April, and a Draft <br />Final Report is due June 1. The NWS has also agreed to attend the May 7 meeting, <br /> <br />After months of controversy, local, state and federal experts and other interested parties in the PMP arena are <br />working together to come up with a PMP recommendation that the State of CoJorado. The Corps could <br />potentially use the recommendation to proceed with the Probably Maximurn Flood (PMF) Study. <br /> <br />We also met with Mac Zimmerman, a new aide to U.S. rep. Tom Tancredo, on Feb. 19 to brief him on the <br />progress of the St~dy. Mr. Zimmerman repla.ced Matt Knoeddler who i~ now on Governor Ow~ns' staff. We_ <br />plan to host Mr. Zimmerman at a future meetmg and tour of the reservOir. Rep. Tancredo and his staff have ,., <br />been very attentive and supportive during the course ofthd Cherry Creek study. <br /> <br />Golden Case: The State filed its opening brief on February 7, 2002. In addition, a significant number of <br />water users filed amici briefs in support ofthe State's position that the water court decision should be <br />reversed. Golden's brief was due on March 7,2002, but they requested a 30-day extension of time. That <br />request for an extension of time has not yet been approved, but the Supreme Court will likely approve that <br />request. <br /> <br />South Metro Study Update: Modeling work continues 01). the Denver Basin for the South Metro Water <br />Supply Study, now under the project management of Pat },}rulhern, since the resignation of Peter Binney. <br />Hydrosphere Resource Consultants is performing modeling work on a regional basis, while HRS Water <br />Consultants is employing regional model head results in individual well analyses throughout the study area. <br /> <br />Kansas v Nebraska and Colorado (Repnblican River): Colorado has stipulated with both Nebraska and <br />Kansas that prior to 1994, Colorado has not caused any damages under the compact. A three and one-half <br />month stay in trial preparation was granted in December t<;J allow an opportunity for settlement discussions. <br /> <br />Settlement discussions among the three states and the fedciral government began in January and are occurring <br />every other week for two-days through the end of March. iHowever, because the major dispute is between <br />Kansas and Nebraska, Colorado does not have that much influence on the success of these discussions. If the <br />discussions fail, trail will begin July 1, 2003. We continue to wait for the USGS study on groundwater in the <br />Republican Basin, which is about a year behind schedule. Hopefully, we will see results with in the next two <br />months. <br /> <br />e <br /> <br />e <br /> <br />18 <br />
