Gunnison RICD: The Upper Gunnison River Water Conservancy District has not yet filed for a
. Recreational In-Channel Diversion, but it has continued to discuss this possibility. The District plans to file
for a RICD sometime in 2002.

Platte River Basin Issues

Dry Creek Flood Control Project: Staff met with Larimer County and City of Fort Collins staff on Mar. 5
to discuss the proposed flood control project. The project involves flood hazard reduction measures that will
protect residential, agricultural, commercial, and industrial properties located on the north side of Fort
Collins and in unincorporated Larimer County. In November 2001 the Board approved an $11 million loan
for the project. The project is on track to begin final design work during the summer of 2002 and
construction could begin as early as fall of2002.

Pawnee Creek Flood Control Project: A project meeting is scheduled for Mar. 29 at the offices of the City
of Sterling to provide stakeholders and interested parties with a progress report. ICON Engineering, under
contract with the City to provide engineering services for final design of the flood control project will lead
the meeti11g, The project involves a major diversion channel and new bridges/culverts on the south side of
Sterling that will route floodwaters from the Pawnee Creek overflow back to the South Platte River to protect
the City. The estimated construction cost of the project is $4 million. Minor design changes have created a
need to re-evaluate the previously adopted Environmental Assessment, but in general the project is moving
forward and is scheduled to begin construction in 2003.

Chatfield - Storage Use Patterns Investigation: The CWCB and Brown and Caldwell (BC) executed a
contract at the end of February and held a kickoff meeting held on Mar. 5 at Denver Water. \

BC's next task is to develop a list of entities interested in Chatfield Reservoir Storage. They will be asked to
. send us: 1) water rights information and data, and 2) demand/release schedules. The entities include:

· Colorado State Parks . Mayor's office South Platte River Commission
· Central Colorado Water Conservancy District . Urban Drainage and Flood Control District
· City of Littleton . NW Group from Metro Study
. City of Castle Rock . City of Aurora
· City of Glendale . East Cherry Creek Valley Water and
. Greenway Foundation Sanitation District

The Water Court Clerk in Division 1 is also supplying us with a list of all applicants for Chatfield Reservoir
Storage,

The maximmn target pool capacity will be determined by subtracting the storage required for 100-year flood
or more from the total flood control pool storage, Larry Lang will contact the Corps and determine the
minimmn storage required for the I DO-year flood or the Corps' minimmn acceptable flood control pool.

BC will meet with Simons and Associates and Fostor Wheeler to determine the suggested capacities of the
other three target pools to be studied and to discuss the capacity ofthe largest pool based on (a) above.

BC will bring the suggested four target pool capacities back to the Water Supply Committee for final review.

With respect to water rights, all parties interested in acquiring storage space are asked to submit information
and data (decrees, engineering reports, applications) for all absolute and conditional water rights for: (1)
. diversion to storage in Chatfield Reservoir and (2) storage by exchange and/or substitution in Chatfield
Reservoir. Submission of these data to BC is requested by Mar. 18,

17
