Keith Catlin, Gunnison Director
Barbara Biggs, Denver Director
Don Schwindt, San Juan, Dolores, San Miguel Director
Eric Wilkinson, South Platte Director

Staff has worked with these members to clarify and prioritize the issues, and to schedule
the first meeting. At this point, Staff and Subcommittee members are considering dates
in late September / early October for the first meeting. One of the issues identified by the
planning process concerns use of the ISF program to evaluate, quantify and prioritize
environmental and recreational needs (SWSI implementation). Rescheduling the first
meeting until this fall will allow the Subcommittee to benefit from information generated
by the next round of SWSI technical roundtables, which are slated to begin in late
August. In addition, the later start date will allow the Board to complete RICD hearings
which have been scheduled in conjunction with upcoming Board meetings.

Information about the ISF Subcommittee and the first meeting date will be posted on the
CWCB web page at wvvw.ewcb.state.co.us Staff will also provide an update at the
September 2005 Board meeting. Please contact Anne Janicki, CWCB staff, with any
questions about the ISF Subcommittee process.

Colorado Water Trust: The Colorado Water Trust recently completed the water
acquisition transaction with CWCB to preserve and improve the natural environment on
Boulder Creek and the Blue River in Summit County. The final component on the
transaction involved the sale of consumptive use credits to the Colorado River Water
Conservation District for use downstream of Green Mountain Reservoir. Current
activities include working with the River District to draft the change of water right
application for filing with the water court.

The Water Trust has announced some recent changes to their Board of Directors. Bill
Gordon, a rancher from Fairplay, and Chris West, President of the Colorado Coalition of
Land Trusts, have both submitted their resignations. New Directors include Taylor
Hawes, an attorney with the Colorado River Water Conservation District, and Jeanne
Beaudry, Executive Director of the Colorado Watershed Assembly.

Stream and Lake Protection Section Interns: The Stream and Lake Protection Section
has hired two interns to provide technical and administrative support for the Instream
Flow Program. Francis Rengers is originally from Morgantown, WV and recently
received his Masters Degree from Colorado State University in fluvial geomorphology.
Mark Mitisek is from Palisade, CO and recently graduated from CSU with a major in
Watershed Science and minor in Geographic Information Systems. Francis and Mark
have already provided much-needed assistance compiling and analyzing hydrologic and
water rights information, preparing maps from CDSS and ISF DSS generated data, and
assisting with water court resume review. Both interns will be working with staff
through March 2006.

Personnel Issues Update: On June 30 Larry Lang worked his last day in a career that
has spanned 40 years in state and federal government.
