Anderson Named Chief Counsel to Governor Owens: On June 28, <br />Jonathan M. Anderson was named Chief Counsel to Gov. Bill Owens. Anderson was <br />working as an attorney with Hale Friesen, LLP. Prior to that he had served as the Deputy <br />Chief Counsel to Governor Owens. He replaces Gwen Benevento who left this month to <br />remain at home with a newborn daughter. <br /> <br />Anderson received a bachelor's degree in political from Colorado College and his juris <br />doctorate from the University of Colorado School of Law. He previously served as a law <br />clerk in the United States Attorney's Office and was an associate attorney with McElroy, <br />Deutsch & Mulvaney. <br /> <br />Colorado Water Officials Association Annual Meeting: The Colorado Water Officials <br />Association Annual Meeting will be held September 28-30, 2005 in Glenwood Springs. <br />The Program is Entitled "Compacts, Climates, and RICDs, OH MY!" <br /> <br />Program highlights include: <br /> <br />. Fourth Annual CWOA Water Rodeo <br />. How would a Colorado River compact call be administered and how will this <br />affect Divisions around the State? (Hal Simpson/State Engineer, Carol <br />AngeVFirst Assistant Attorney General, and Randy Seaholm/CWCB) <br />. Are we at the end of this five-year drought, or just at the beginning of a much <br />longer drought cycle? And how will the snowpack be this winter? (Nolan <br />Doesken/ Assistant State Climatologist) <br />. What are the pros and cons of Recreational In-Channel Diversions (RICDs)? <br />(Kathleen Curry/Colorado House District 61 Representative and Tom <br />Sharp/Upper Yampa Water Conservancy District) <br />. George Sibley/Western State College professor and author will share historical <br />anecdotes about Colorado's water development. <br />. Plus: Snowmaking diversions, Gas drilling water impacts, Lysimeters and ET <br />calculations, Bureau of Reclamation salinity and Endangered Species recovery <br />programs. <br />.
